Aninver Development Partners SLAninver Development Partners SLMultiple countries Financed by UNIDO

Job description

Aninver Development Partners SL (www.aninver.com) is looking for a Steel Decarbonization Expert for a industry, engineering, environment consultancy assignment financed by UNIDO in Multiple countries.

Aninver Development Partners is seeking a qualified Steel Decarbonization Expert to join our upcoming consulting assignment supported by UNIDO. This global initiative aims to provide technical assistance to industrializing developing countries striving to leapfrog toward less-carbon-intensive production methods in heavy industries, specifically targeting net-zero targets by 2050 and accelerating the transition of hard-to-abate sectors.

As part of a multi-disciplinary team, the expert will contribute to developing globally applicable methodologies and integrated analytical tools to assess demand-side cost differentials, wider benefits of decarbonization, and mitigation options for low-carbon steel in green public procurement. The role involves working closely with international stakeholders, government authorities, and industry players across multiple countries.

Aninver is preparing a proposal for this assignment. The selected expert will be part of the proposed team; the engagement is conditional on the contract being awarded to Aninver. The full Terms of Reference for the position are shared with shortlisted candidates.

Objectives of the assignment

  • Develop globally applicable methodologies and analytical tools for assessing potential cost differentials associated with low-carbon steel in green public procurement.
  • Identify, quantify, and monetize the wider socio-economic and environmental benefits of steel decarbonization.
  • Establish a structured framework of alternatives that governments can use to mitigate cost differentials at source and through public procurement.
  • Conduct pilot applications of the developed modules in designated partner countries.
  • Deliver practical guidance and tools to support the application of methodologies by national governments and procurement authorities.

Scope of work

  • Define assessment scope, technology pathways, and embodied-carbon thresholds comparing conventional versus low-carbon steel.
  • Develop methodologies for assessing the impacts of potential cost differentials across product, project, and country or portfolio levels.
  • Incorporate sensitivity analysis frameworks to evaluate how policy, market, and financing conditions influence estimated cost differentials.
  • Assess supply-side instruments to address cost differentials, including production incentives, concessional finance, and carbon-pricing revenues.
  • Perform pilot testing of modules using secondary data, project assumptions, and targeted national stakeholder interviews.
  • Draft practical policy guidance and technical documentation on the interpretation and application of the developed methodologies.

Your role as Steel Decarbonization Expert

  • Lead the technical analysis of steel production processes, emission reduction pathways, and low-carbon technology options.
  • Contribute expert insights to the development of Module A (Cost Differential Assessment) specifically for the steel sector.
  • Collaborate with the economic valuation and techno-economic modelling experts to integrate steel-specific data into the broader analytical tools.
  • Support the design of the mitigation framework (Module C) with a focus on steel supply-side decarbonization levers.
  • Participate in pilot testing activities in target countries, engaging with local industry players and government stakeholders.
  • Contribute to the drafting of policy guidance documents and training materials related to low-carbon steel procurement.
