Aninver Development Partners SL (www.aninver.com) is looking for a Climate Resilience Expert for a transport, engineering, construction consultancy assignment financed by EBRD in Armenia.

Aninver Development Partners SL is currently preparing a proposal for a prospective consultancy assignment financed by the European Bank for Reconstruction and Development (EBRD) in Armenia. The initiative focuses on the modernization of critical international transport links and trade corridors through the feasibility study and preliminary design of new border crossing infrastructure and a bridge crossing, ensuring high standards of engineering, economic viability, and environmental sustainability.

To strengthen our expert team for this upcoming project, we are seeking a qualified Climate Resilience Expert. The successful candidate will play a pivotal role in assessing climate vulnerabilities, integrating adaptation measures into building and civil works designs, and evaluating green finance and energy efficiency opportunities in alignment with international standards and institutional guidelines.

Aninver is preparing a proposal for this assignment. The selected expert will be part of the proposed team; the engagement is conditional on the contract being awarded to Aninver. The full Terms of Reference for the position are shared with shortlisted candidates.

Objectives of the assignment

• Evaluate climate vulnerabilities affecting the targeted transport and building infrastructure in Armenia.
• Integrate robust climate resilience and adaptation measures into the preliminary engineering and architectural designs.
• Assess opportunities for green building certification schemes and energy efficiency standards relevant to the regional context.
• Ensure all climate-related analyses comply with EBRD Environmental and Social Performance Requirements.
• Collaborate closely with multidisciplinary teams, engineering specialists, and national counterparts.

Scope of work

• Review existing documentation, national strategies, and master plans related to the targeted border crossing points and bridge infrastructure.
• Conduct traffic and demand forecasting alongside economic and financial analyses.
• Develop concept designs and optioneering for buildings, civil works, and cross-border transport facilities.
• Evaluate climate vulnerabilities and incorporate climate resilience measures into infrastructure designs.
• Conduct environmental and social screening, impact assessments, and stakeholder engagement plans.
• Formulate robust procurement and implementation strategies supporting local Public Investment Management (PIM) compliance.

Your role as Climate Resilience Expert

• Assess local and regional climate vulnerabilities impacting proposed building and transport infrastructure in Armenia.
• Integrate climate resilience and adaptation strategies into preliminary engineering and architectural designs.
• Evaluate potential green building certification schemes and energy efficiency standards applicable to the facilities.
• Collaborate with environmental and social specialists to ensure alignment with EBRD performance standards.
• Contribute technical inputs to feasibility reports, design documentation, and stakeholder consultations.
• Provide expert recommendations on mitigating climate-related risks throughout the project lifecycle.

Requirements

• Education: University graduate in environmental, climate resilience or similar fields
• Work on building-related projects
• Languages: Fluency in English is essential

Desirable

• Preferably 10 years of general working experience
• Preferably 5 years in the development of climate resilient projects
• Preferably experience in Armenia or the region
• Familiarity with EBRD Environmental and Social Requirements and international financial institution standards.
• Experience with green building certification processes in the region.

An experienced Climate Resilience Expert with a background in environmental engineering or climate sciences, holding at least 10 years of general experience with a strong focus on building-related climate-resilient projects in Armenia or the region.
