Aninver Development Partners is currently preparing a proposal for an upcoming environmental advisory assignment funded by the Agence Française de Développement (AFD) in Senegal. The initiative focuses on conducting a comprehensive feasibility study to establish a sustainable financial mechanism dedicated to biodiversity conservation and the protection of natural ecosystems and protected areas in the country.

As part of our expert team, we are seeking a qualified Conservation Trust Fund (CTF) Expert to lead the design and operationalization of this innovative financial instrument. The successful candidate will play a pivotal role in ensuring the long-term financial viability, institutional structuring, and strategic deployment of the conservation fund, supporting our mission to deliver high-quality advisory services in West Africa's environmental sector.

Aninver is preparing a proposal for this assignment. The selected expert will be part of the proposed team; the engagement is conditional on the contract being awarded to Aninver. The full Terms of Reference for the position are shared with shortlisted candidates.

Objectives of the assignment

• Assess the technical, institutional, legal, economic, and financial viability of establishing a new biodiversity conservation trust fund in Senegal.
• Design a sustainable financial mechanism and robust governance framework to secure long-term funding for environmental preservation and protected areas.
• Formulate a detailed operational roadmap and action plan for the effective setup and launch of the trust fund through a participatory approach.

Scope of work

• Conduct a thorough diagnostic of the legal and regulatory framework applicable to environmental trust funds and financing mechanisms in the country.
• Map and analyze key institutional, technical, and financial stakeholders involved in nature protection and protected area management.
• Propose the optimal institutional and governance structure for the conservation trust fund.
• Develop a financial forecasting model to evaluate initial capitalization needs, revenue streams, and long-term economic viability.
• Define investment, capitalization, and disbursement strategies, including funding windows for biodiversity initiatives.
• Draft the statutes, internal regulations, and administrative, financial, and operational procedure manuals for the fund.
• Formulate a comprehensive action plan and operational roadmap for the establishment and operationalization of the mechanism.

Your role as Conservation Trust Fund (CTF) Expert

• Provide specialized technical expertise on the design, structuring, and implementation of Conservation Trust Funds (CTFs).
• Lead the economic and financial modeling activities to determine capital requirements and sustainable revenue streams.
• Collaborate with legal and institutional experts to define the optimal governance structure and draft statutory documents.
• Contribute to the drafting of operational, administrative, and financial procedure manuals for the trust fund.
• Engage with national and regional stakeholders, public authorities, and civil society organizations in a participatory process.
• Deliver high-quality inputs for all project phases, ensuring alignment with international best practices and AFD standards.

Requirements

• Minimum 10 years of proven experience in the implementation of CTFs globally and particularly in West Africa
• Languages: French fluency is essential, English highly recommended

Desirable

• Previous professional experience working on AFD-funded projects or other international donor initiatives in West Africa.
• Familiarity with the national context of protected areas and environmental policies in Senegal.

An experienced Conservation Trust Fund specialist with a robust background in designing sustainable environmental financing mechanisms in West Africa, fluent in French and highly proficient in English.
