Aninver Development Partners SL (www.aninver.com) is looking for a Key Expert / Team for a environment, finance, trade consultancy assignment financed by UNIDO in Multiple countries.
Aninver Development Partners is seeking qualified experts to support an upcoming initiative with UNIDO focusing on the environment, finance, and trade sectors across multiple countries. The project evaluates the viability of adapting transferable tax credits as an innovative climate finance mechanism to accelerate industrial decarbonization in emerging market and developing economies (EMDEs).
The consultancy will examine how fiscal incentives can mobilize private capital, serve as an alternative channel for climate finance, and support hard-to-abate sectors in transitioning to low-carbon pathways. The team will deliver comprehensive studies, comparative financial models, and pilot implementation strategies over a six-month period.
Aninver is preparing a proposal for this assignment. The selected expert will be part of the proposed team; the engagement is conditional on the contract being awarded to Aninver. The full Terms of Reference for the position are shared with shortlisted candidates.
Objectives of the assignment
- Assess the technical and ecosystem viability of implementing transferable tax credits in EMDEs, including selecting suitable pilot countries.
- Determine required design features to adapt transferable tax credits to EMDE contexts, incorporating partial reimbursements and synergies with measurement, reporting, and verification systems.
- Estimate the effectiveness and success criteria of these mechanisms as private sector incentives, capital mobilization tools, and alternative climate finance channels.
- Examine complementarity and sequencing with carbon market instruments and national climate commitments.
Scope of work
- Review international experience with transferable tax credits, mapping monetization chains, success factors, and global tax implications.
- Assess enabling conditions, tax infrastructure, market maturity, and monetization risks across designated case-study countries.
- Build transparent financial models and sensitivity analyses to compare direct grants, carbon credits, and transferable tax credits, estimating greenhouse gas abatement per euro.
- Analyze additionality considerations, policy synergies, and voluntary carbon market interactions for industrial sectors.
- Develop initial implementation plans and design frameworks for selected pilot countries.
- Consolidate workstreams into a final synthesis report and deliver an in-person validation workshop.
Your role as Key Expert / Team
- Contribute specialized expertise in international tax law, tax reform, project finance, carbon markets, or industrial decarbonization.
- Collaborate within a multidisciplinary team to deliver comprehensive digital reports and assessments.
- Design and construct transparent, auditable financial models comparing various climate finance instruments.
- Evaluate tax infrastructure, fiscal incentives, and regulatory frameworks across multiple emerging economies.
- Analyze industrial decarbonization and electrification technologies alongside measurement, reporting, and verification systems.
- Engage with stakeholders and participate in validation workshops to present findings and implementation plans.
