Aninver Development Partners is seeking a qualified Digital Communications Specialist for an upcoming youth employment and skills development initiative in Angola. Financed by the World Bank, the assignment focuses on designing and implementing a comprehensive outreach and communication strategy to promote employability, self-employment, and productive inclusion among young Angolans, with particular attention to vulnerable groups.

The successful candidate will play a pivotal role in modernizing the project's digital presence, leveraging technological innovations, and driving online engagement. This expert will collaborate closely with national employment and training institutions to ensure that digital tools, social media platforms, and customer relationship management systems effectively reach diverse audiences across the country.

Aninver is preparing a proposal for this assignment. The selected expert will be part of the proposed team; the engagement is conditional on the contract being awarded to Aninver. The full Terms of Reference for the position are shared with shortlisted candidates.

Objectives of the assignment

• Design and execute innovative digital communication campaigns to support youth employability and entrepreneurship.
• Enhance online visibility and stakeholder engagement through modern digital tools and channels.
• Integrate customer relationship management (CRM) and feedback mechanisms into the project's communication architecture.
• Strengthen the digital capacity of national employment and training institutions.

Scope of work

• Conduct digital diagnostics and audience analyses to inform online outreach strategies.
• Develop multichannel digital content tailored to urban youth and vulnerable communities.
• Implement social media management protocols and optimize digital platforms for maximum reach.
• Integrate digital tools and feedback mechanisms, including CRM systems.
• Establish key performance indicators (KPIs) and objectives and key results (OKRs) for digital campaigns.
• Support the preparation of technical capacity-building plans for local communication teams.

Your role as Digital Communications Specialist

• Manage day-to-day social media channels and digital outreach activities.
• Design and deploy inbound marketing strategies to attract and engage project beneficiaries.
• Oversee the integration and utilization of CRM tools for audience tracking and feedback management.
• Create engaging digital content for various online platforms and target demographics.
• Monitor digital campaign performance using analytics and report on established KPIs and OKRs.
• Collaborate with team members to ensure alignment between digital campaigns and overall institutional messaging.

Requirements

• Education: Marketing Digital, TICs, Design Digital or related fields
• At least 5 years of general experience, with specific experience in social media management, digital tools, CRM, and inbound marketing
• Languages: Working level fluency in English and Portuguese

Desirable

• Prior experience working on donor-funded projects, particularly with the World Bank.
• Familiarity with the socio-economic context of youth employment and vocational training in Angola.

A digital marketing and technology expert with at least 5 years of experience in social media management, CRM systems, and inbound marketing, fluent in English and Portuguese, ready to drive impactful digital outreach in Angola.
