Aninver Development Partners SL (www.aninver.com) is looking for a Energy Specialist (power systems) for a transport, engineering consultancy assignment financed by EBRD in Turkey.

Aninver Development Partners SL is currently preparing a proposal for an upcoming consultancy assignment supported by the European Bank for Reconstruction and Development (EBRD) in Turkey. The initiative focuses on conducting a comprehensive due diligence study for urban rail transport infrastructure developments in the country, ensuring alignment with international best practices, green economy standards, and multilateral development bank requirements.

To strengthen our multidisciplinary team for this engagement, we are seeking an experienced Energy Specialist (power systems) to evaluate power supply systems, high-voltage infrastructure, and electrical networks. The successful candidate will play a critical role in reviewing technical designs, verifying feasibility, and ensuring robust power system integration for sustainable transport solutions.

Aninver is preparing a proposal for this assignment. The selected expert will be part of the proposed team; the engagement is conditional on the contract being awarded to Aninver. The full Terms of Reference for the position are shared with shortlisted candidates.

Objectives of the assignment

• Review and verify the technical feasibility, engineering designs, and operational plans of proposed urban rail power supply systems.
• Assess cost estimates, procurement strategies, and tender documents in accordance with MDB rules and standard contractual frameworks.
• Evaluate energy efficiency, green economy transition potential, and climate change mitigation measures associated with the power infrastructure.
• Ensure compliance with EBRD environmental, social, health, and safety policies throughout the technical review process.

Scope of work

• Conduct technical due diligence of preliminary and detailed engineering designs for electrical and mechanical systems and power supply networks.
• Review existing feasibility studies, technical reports, and infrastructure plans related to energy supply and distribution.
• Evaluate procurement strategies, implementation schedules, and tender documents including FIDIC-based contracts.
• Assess climate change mitigation impacts, including greenhouse gas emission reductions and energy efficiency improvements.
• Coordinate closely with local municipal authorities, project promoters, and the international donor project team.

Your role as Energy Specialist (power systems)

• Lead the technical assessment of high-voltage main lines and small power systems for urban rail network extensions.
• Review and critique existing technical designs, specifications, and cost estimates for power supply infrastructure.
• Evaluate the capacity and operational readiness of power systems to support expanded public transport services.
• Contribute to procurement evaluations, reviewing technical specifications in tender documentation under MDB and FIDIC guidelines.
• Assess energy efficiency measures and climate resilience aspects of the electrical infrastructure.
• Collaborate with multidisciplinary due diligence experts to integrate power system findings into comprehensive reporting deliverables.

Requirements

• Education: B.Sc. degree in electrical, energy engineering or similar
• Familiar with MDB procurement rules and FIDIC contracts
• Languages: Fluent in English

Desirable

• Preferred minimum of 10 years' experience in design, construction and/or construction supervision of energy supply systems including HV (main line) and small power systems (stations)
• Experience in preferably minimum 2 similar assignments (review of or design of urban rail systems)
• Previous professional experience working on donor-funded infrastructure projects in Turkey or the wider region.
• Demonstrated background in green energy integration and climate mitigation assessments for transport projects.

An experienced Energy Specialist with a strong background in power systems design for urban rail networks, extensive knowledge of MDB rules and FIDIC contracts, and a minimum of 10 years of relevant professional experience.
