Aninver Development Partners is seeking an expert Gender Specialist for an upcoming consultancy assignment in the transport and engineering sector in Turkey. Funded by the EBRD, the project involves comprehensive due diligence for urban metro line extensions, ensuring alignment with international financial institution standards and best practices.

The successful candidate will play a pivotal role in evaluating gender equality, economic inclusion, accessibility, and SOGI dimensions within the transport project. This assignment is critical to ensuring that the infrastructure development promotes inclusive mobility and adheres to the donor's stringent gender impact and risk assessment requirements.

Aninver is preparing a proposal for this assignment. The selected expert will be part of the proposed team; the engagement is conditional on the contract being awarded to Aninver. The full Terms of Reference for the position are shared with shortlisted candidates.

Objectives of the assignment

• Conduct a thorough evaluation of gender equality and economic inclusion aspects of the metro expansion project.
• Assess adherence to the donor's approach to gender impact and risk assessment.
• Integrate universal accessibility, safety, and inclusion principles into the transport infrastructure due diligence.
• Collaborate with multidisciplinary teams and local stakeholders to identify gender-responsive measures and action plans.

Scope of work

• Review existing project documentation, designs, and studies from a gender and social inclusion perspective.
• Evaluate gender impacts, safety of construction and operations, and universal accessibility across proposed station designs.
• Assess labor standards, supply chain considerations, and community health and safety regarding vulnerable groups.
• Contribute to environmental and social due diligence reports, action plans, and non-technical summaries in alignment with donor requirements.
• Engage with municipal authorities, operating companies, and local stakeholders to gather primary data and feedback.
• Provide actionable recommendations for enhancing gender equality and economic inclusion throughout the project lifecycle.

Your role as Gender Specialist

• Lead the gender and inclusion due diligence component of the transport sector assignment.
• Evaluate the project promoter's institutional capacity regarding gender mainstreaming and equal opportunities.
• Assess gender-specific risks and opportunities in urban public transport operations and infrastructure.
• Incorporate findings on gender and SOGI issues into comprehensive due diligence reports.
• Coordinate closely with environmental, social, labor, and health and safety experts to ensure cohesive reporting.
• Draft specific sections of the environmental and social action plans relating to gender equality and inclusion.
• Participate in stakeholder consultations and present findings to the donor and municipal counterparts.

Requirements

• Education: B.Sc. degree in relevant sector
• Good knowledge of EBRD's approach to gender impact, risk assessment, and promoting gender equality
• Experience working on gender and SOGI issues
• Languages: Fluent in English. Fluency in Turkish would be preferable

Desirable

• Preferred minimum of 15 years' experience in similar projects within the transport sector
• Previous professional experience working on urban rail or metro development initiatives in Turkey.
• Familiarity with multilateral development bank policies and international best practices for gender equality.

A seasoned Gender Specialist with extensive transport sector experience in Turkey, deeply familiar with EBRD policies and equipped to drive gender equality, inclusion, and SOGI considerations into complex urban infrastructure due diligence.
