International Consultant – Senegal

Aninver Development Partners SL (www.aninver.com) is looking for a International Consultant for a environment consultancy assignment financed by UNIDO in Senegal.

Aninver Development Partners SL is currently preparing a proposal for an upcoming environment sector assignment in Senegal, supported by UNIDO. The initiative focuses on addressing rising electricity demand from cooling appliances, supporting energy efficiency, and advancing climate-friendly cooling solutions aligned with national climate goals and the updated Nationally Determined Contributions (NDC).

To strengthen our team for this important project, we are seeking an experienced International Consultant. The expert will play a pivotal role in driving climate finance strategies, developing high-quality project concept notes, and facilitating stakeholder engagement workshops over a twelve-month period.

Aninver is preparing a proposal for this assignment. The selected expert will be part of the proposed team; the engagement is conditional on the contract being awarded to Aninver. The full Terms of Reference for the position are shared with shortlisted candidates.

Objectives of the assignment

• Establish adequate stakeholder capacity and systems to support the planning, programming, and implementation of climate finance activities.
• Develop and enhance strategic frameworks to address policy gaps and improve low-emission investments.
• Increase the number of quality project concept notes developed and submitted.
• Disseminate best practices regarding institutional capacity building and pipeline development.

Scope of work

• Organize an inception meeting and prepare a detailed action plan and workplan.
• Conduct desk and field studies, stakeholder consultations, and analytical work to produce a comprehensive study report addressing climate impacts in the cooling and energy efficiency sectors.
• Draft at least two quality project concept notes aligned with national policies and priorities.
• Support the organization of an evaluation workshop to present project ideas and gather stakeholder feedback.
• Update project concept notes based on feedback collected during evaluation and validation workshops.
• Support the organization of a validation workshop to secure formal approbation of the developed concept notes.

Your role as International Consultant

• Provide expert technical leadership in energy and climate finance throughout the assignment.
• Contribute to the drafting and finalization of the comprehensive study report addressing energy efficiency and cooling.
• Lead the preparation of at least two robust project concept notes meeting international standards.
• Collaborate closely with national stakeholders, project management units, and government agencies.
• Facilitate and contribute content to evaluation and validation workshops.
• Incorporate feedback from stakeholders and national authorities to refine and finalize project deliverables.

Requirements

• Education: Not stated
• Over 8 years of experience in Energy and Climate Finance
• Languages: Intermediate level of English (written and oral), supported by a language certificate; fluency in French (written and oral) for the team

Desirable

• Familiarity with UNIDO procedures and Green Climate Fund (GCF) readiness programs.
• Previous professional experience in West Africa or similar developing country contexts.
• Working knowledge of French.
