Aninver Development Partners is seeking an expert Jefe de Proyecto for an upcoming digital transformation consulting assignment in Peru. Funded by the Inter-American Development Bank (IDB), the initiative focuses on enhancing national digital talent platforms through advanced technological solutions, modern e-learning infrastructure, and institutional modernization.

The selected Project Manager will lead the implementation of a comprehensive E-Learning Learning Management System (LMS) to support synchronous and asynchronous courses within the national digital talent ecosystem. This key expert role will coordinate technical teams, ensure adherence to project milestones, and drive successful digital capacity-building outcomes across the public sector in Peru.

Aninver is preparing a proposal for this assignment. The selected expert will be part of the proposed team; the engagement is conditional on the contract being awarded to Aninver. The full Terms of Reference for the position are shared with shortlisted candidates.

Objectives of the assignment

• Implement a robust E-Learning Learning Management System for synchronous and asynchronous courses within the national digital talent platform.
• Execute the setup, configuration, and successful rollout of the new learning management infrastructure.
• Ensure seamless integration and technical support for online educational content delivery.
• Meet all technical, operational, and quality standards required for public sector digital transformation in Peru.

Scope of work

• Deploy and configure an enterprise-grade E-Learning Learning Management System (LMS).
• Integrate the new learning platform with existing national digital talent infrastructure.
• Support the setup of technical capabilities for synchronous and asynchronous course delivery.
• Manage technical deployment activities, system testing, and operational go-live processes.
• Coordinate stakeholder communications and ensure alignment with institutional digital strategy goals.

Your role as Jefe de Proyecto

• Lead the overall project management and team coordination for the e-learning system implementation.
• Supervise the technical implementation, configuration, and deployment schedule of the LMS platform.
• Manage project resources, timelines, deliverables, and quality assurance processes.
• Liaise with institutional counterparts, stakeholders, and technical teams to ensure smooth execution.
• Monitor risks, resolve project bottlenecks, and report on progress according to donor standards.
• Ensure compliance with technical specifications, integration protocols, and professional standards.

Requirements

• Education: Professional degree in Systems Engineering, Informatics Engineering, Computer Engineering, Software Engineering or related fields; completed postgraduate studies in systems, informatics, computer science, software engineering, or IT management; collegiate membership (Colegiado Habilitado); preference for ISO 21001:2018 certification
• Minimum 8 years of general experience in the public and/or private sector
• Minimum 4 years leading projects for the implementation, improvement, and/or development of digital platforms, IT projects, or similar
• Languages: Spanish

Desirable

• Prior experience managing digital transformation projects financed by multilateral donors such as the IDB.

An experienced Project Manager with a strong background in IT and digital platform implementation within the public sector in Peru, equipped with robust team leadership and technical governance skills.
