Aninver Development Partners is seeking an experienced Labour and Supply Chain Expert for an upcoming due diligence assignment in the transport and engineering sector in Turkey, supported by the European Bank for Reconstruction and Development (EBRD). The project involves comprehensive evaluations for urban rail infrastructure extensions, ensuring all operations align with international financing standards.

The successful candidate will play a pivotal role in assessing labor standards, employment practices, and supply chain integrity associated with the large-scale engineering and civil works. This position requires a dedicated professional capable of ensuring full alignment with multilateral development bank requirements and national regulations.

Aninver is preparing a proposal for this assignment. The selected expert will be part of the proposed team; the engagement is conditional on the contract being awarded to Aninver. The full Terms of Reference for the position are shared with shortlisted candidates.

Objectives of the assignment

• Evaluate labor standards and working conditions for the transport infrastructure project.
• Assess supply chain management practices and potential human rights or labor risks.
• Ensure full compliance with EBRD Environmental and Social Requirements, specifically regarding labor and working conditions.
• Review national labor law compliance across all contractor and subcontractor tiers.
• Contribute to the broader environmental and social due diligence reporting framework.

Scope of work

• Review existing project documentation, baseline data, and corporate labor policies.
• Evaluate labor management procedures, worker grievance mechanisms, and collective bargaining frameworks.
• Assess occupational health and safety protocols in coordination with specialized team members.
• Examine contractor and supply chain management practices to identify vulnerabilities or non-compliance risks.
• Conduct stakeholder consultations with relevant labor representatives and project personnel.
• Contribute to the preparation of environmental and social action plans and due diligence reports.
• Coordinate closely with the municipal transport authorities and the EBRD project team.

Your role as Labour and supply chain expert

• Lead the labor and supply chain due diligence components of the transport engineering assignment.
• Assess current labor practices against national legislation and international financing standards.
• Analyze worker contracts, HR policies, and management systems of the implementing entities.
• Identify gaps in supply chain traceability and labor due diligence among primary contractors.
• Draft actionable recommendations to address identified labor and supply chain risks.
• Contribute expert inputs to comprehensive due diligence reports and action plans.
• Participate in meetings and site walkthroughs with project stakeholders and institutional partners.

Requirements

• Education: B.Sc. degree in relevant sector
• Good knowledge and understanding of EBRD's ESR 2 and national labour law requirements
• Languages: Fluent in English. Fluency in Turkish would be preferable

Desirable

• Preferred minimum of 10 years' experience in similar projects within the infrastructure sector
• Fluency in Turkish is highly preferable.
• Previous professional experience with international financial institutions or multilateral development banks.

An experienced labour and supply chain professional with a solid background in transport infrastructure projects, expert knowledge of EBRD standards, and strong familiarity with Turkish labor laws.
