Aninver Development Partners SL (www.aninver.com) is looking for a Local Evaluation Facilitator - DRC for a environment consultancy assignment financed by Nordic Environment Finance Corporation in Ukraine.

Aninver Development Partners is seeking a qualified Local Evaluation Facilitator to support an upcoming mid-term evaluation in the environment and clean cooking sector in Ukraine, funded by the Nordic Environment Finance Corporation (NEFCO). The assignment focuses on assessing a major clean cooking facility aimed at accelerating access to modern, sustainable energy services and supporting private sector businesses in the market.

The successful candidate will play a crucial local role in facilitating evaluation activities, gathering contextual data, and supporting the broader evaluation team in analyzing performance, market development, and sustainability prospects. This initiative serves accountability, learning, and strategic decision-making needs for donors and stakeholders, generating valuable lessons for future clean cooking programming and sector development.

Aninver is preparing a proposal for this assignment. The selected expert will be part of the proposed team; the engagement is conditional on the contract being awarded to Aninver. The full Terms of Reference for the position are shared with shortlisted candidates.

Objectives of the assignment

• Assess whether the strategic framing, design, implementation model, and resourcing of the clean cooking facility were appropriate and coherent in light of sector needs and market maturity.
• Analyse implementation progress and explain variation in performance across cooking service providers, technologies, and business models.
• Evaluate additionality, sustainability prospects, and contribution to market development, identifying conditions for sustainable scale.
• Generate forward-looking insights and actionable recommendations for future programming, donor strategies, and wider sector development.

Scope of work

• Review programme documents, theories of change, implementation reports, and relevant contextual literature.
• Facilitate stakeholder consultations, interviews, and focus groups with local market actors, private companies, and institutional partners.
• Contribute to field data collection, local context analysis, and synthesis of findings regarding market barriers and enablers.
• Support the evaluation team in assessing efficiency, effectiveness, and performance variation across different business models and technologies.
• Assist in drafting evaluation reports, presentations, and dissemination materials containing forward-looking insights and strategic recommendations.

Your role as Local Evaluation Facilitator - DRC

• Facilitate local logistical and administrative arrangements for evaluation missions and stakeholder consultations in Ukraine.
• Conduct qualitative and quantitative data collection activities with local beneficiaries, market actors, and implementing partners.
• Provide contextual insights and interpretation of findings relating to the local clean cooking sector and market conditions.
• Support the core evaluation team in translating local data into robust analytical inputs for the mid-term review.
• Participate in validation workshops and meetings with key stakeholders to discuss emerging findings and strategic recommendations.

Requirements

• University degree in a relevant field such as evaluation, economics, social sciences, development studies, public policy, business, environmental studies, or energy.
• Proven professional experience in evaluation, research studies, assessments, or project coordination within the country.
• Strong qualitative and quantitative research and analytical skills.
• Familiarity with development cooperation, private sector development, market systems, climate, energy, or environment sectors.
• Fluency in written and spoken English, alongside strong local language capabilities.
• National of, or based in, the project country

Desirable

• Prior experience working on evaluations funded by international financial institutions or Nordic donors.
• Established professional network within the clean cooking, energy, or environmental sectors in the country.

A detail-oriented evaluation professional with strong local market knowledge, research expertise, and a background in sustainable energy or environmental development cooperation.
