Aninver Development Partners SL is seeking a qualified Local Evaluation Facilitator to support an upcoming consultancy assignment for the Nordic Environment Finance Corporation (NEFCO) in Ukraine. The initiative focuses on the environmental sector, specifically evaluating a major clean cooking facility aimed at accelerating access to sustainable, higher-tier clean cooking services through private sector engagement.

The successful candidate will play a crucial coordination and facilitation role on the evaluation team, assisting with data collection, stakeholder engagement, and local context analysis. This assignment serves critical accountability, learning, and strategic decision-making needs for donors, cooking service providers, and sector stakeholders.

Aninver is preparing a proposal for this assignment. The selected expert will be part of the proposed team; the engagement is conditional on the contract being awarded to Aninver. The full Terms of Reference for the position are shared with shortlisted candidates.

Objectives of the assignment

• Assess whether the facility's strategic framing, theory of change, design, implementation model, and resourcing are appropriate and coherent.
• Analyse implementation progress and explain performance variations across cooking service providers, technologies, and business models.
• Evaluate the facility's additionality, sustainability prospects, and contribution to clean cooking market development.
• Generate forward-looking insights for future clean cooking programming, donor strategies, and wider sector development.

Scope of work

• Conduct a comprehensive mid-term evaluation of the clean cooking facility.
• Review strategic documents, project monitoring data, and relevant background materials.
• Facilitate stakeholder consultations and interviews with key local actors, private companies, and institutional partners.
• Gather qualitative and quantitative data on clean cooking market growth and business model scale-up.
• Synthesize findings to assess programme performance, relevance, efficiency, and effectiveness.
• Contribute to the drafting of mid-term evaluation reports with actionable, forward-looking recommendations.

Your role as Local Evaluation Facilitator - Tanzania

• Facilitate local evaluation activities and coordinate logistics for stakeholder consultations in the country.
• Support the core evaluation team in gathering, cleaning, and analysing qualitative and quantitative data.
• Assist in conducting interviews and focus group discussions with local private sector partners and beneficiaries.
• Provide contextual insights regarding the local clean cooking market and operating environment.
• Contribute to the preparation of evaluation progress reports and draft evaluation deliverables.
• Ensure timely and accurate communication between international experts and local stakeholders.

Requirements

• University degree in evaluation, economics, social sciences, development studies, public policy, business, environmental studies, energy, climate, finance, or a related field.
• Professional experience supporting evaluations, research studies, assessments, reviews, or comparable complex analytical assignments.
• Demonstrated qualitative and/or quantitative research and analytical skills.
• Familiarity with development cooperation, private sector development, market systems development, climate, energy, or environment sectors.
• Excellent written and spoken English proficiency.
• National of, or based in, the project country

Desirable

• Prior experience working with international financial institutions or Nordic donors.
• Direct knowledge of the clean cooking sector or energy access markets in the region.

An analytical professional with a background in social sciences, environmental studies, or development, possessing strong local research facilitation skills and experience supporting evaluations in the energy or private sector development fields.
