Local Evaluation Facilitator - Zambia – Ukraine

Aninver Development Partners SL (www.aninver.com) is looking for a Local Evaluation Facilitator - Zambia for a environment consultancy assignment financed by Nordic Environment Finance Corporation in Ukraine.

Aninver Development Partners is preparing a competitive proposal for an upcoming evaluation assignment funded by the Nordic Environment Finance Corporation (NEFCO) in Ukraine. The consultancy focuses on the mid-term assessment of a major clean cooking facility aimed at accelerating access to modern, higher-tier clean cooking services through private sector engagement.

We are currently seeking a qualified Local Evaluation Facilitator to join our multidisciplinary evaluation team. This role will provide vital local contextual insights, logistical support, and facilitation for stakeholder consultations, data collection, and field assessments within the country's clean cooking sector.

Aninver is preparing a proposal for this assignment. The selected expert will be part of the proposed team; the engagement is conditional on the contract being awarded to Aninver. The full Terms of Reference for the position are shared with shortlisted candidates.

Objectives of the assignment

• Assess whether the facility's strategic framing, theory of change, design, implementation model, and resourcing were appropriate and coherent in light of sector needs and market maturity.
• Analyse implementation progress and explain variation in performance across cooking service providers, technologies, and business models.
• Evaluate additionality, sustainability prospects, and contribution to market development, identifying conditions for sustainable scale.
• Generate forward-looking insights for future clean cooking programming, donor strategies, and wider sector development.

Scope of work

• Conduct a comprehensive mid-term evaluation of the clean cooking facility's performance, governance, and market impact.
• Review existing documentation, project reports, strategic frameworks, and monitoring data.
• Design and execute qualitative and quantitative data collection tools adapted to the local context.
• Facilitate stakeholder consultations, interviews, and focus groups with private cooking service providers, beneficiaries, and institutional stakeholders.
• Analyse data regarding market development, financing mechanisms, and barriers to private sector scale-up.
• Synthesise findings and contribute to the drafting of the mid-term evaluation report and strategic recommendations.

Your role as Local Evaluation Facilitator - Zambia

• Facilitate in-country stakeholder engagement, interviews, and focus group discussions with relevant local actors.
• Provide local context, expert knowledge, and operational guidance to the core evaluation team.
• Assist in the coordination and execution of field data collection activities across operational sites.
• Contribute to the contextual analysis of clean cooking market development and private sector participation.
• Support the identification of operational bottlenecks, success factors, and lessons learned.
• Review draft evaluation deliverables to ensure contextual accuracy and relevance.

Requirements

• University degree in a field relevant to the assignment, such as evaluation, economics, social sciences, development studies, public policy, business, environmental studies, energy, or climate.
• Demonstrated professional experience in evaluation, research studies, assessments, or project coordination within the country.
• Strong qualitative and/or quantitative research and analytical skills.
• Familiarity with development cooperation, private sector development, market systems development, climate, energy, or environment sectors.
• Excellent written and spoken English proficiency.
• National of, or based in, the project country

Desirable

• Previous experience working on assignments funded by international financial institutions or Nordic donors.
• Prior involvement in evaluating clean cooking, energy access, or climate mitigation initiatives.

A detail-oriented local professional with a strong background in evaluation and research, offering deep familiarity with the country's clean cooking or energy sector and excellent stakeholder facilitation skills.
