Aninver Development Partners is seeking an experienced Local Project Manager for an upcoming consultancy assignment supported by the EBRD in Turkey. The initiative focuses on comprehensive due diligence for urban rail and metro line extensions, ensuring robust technical, financial, and institutional preparation in the transport and engineering sector.

The Local Project Manager will play a vital role in coordinating local stakeholders, managing technical evaluations, and ensuring that all engineering and construction aspects comply with international standards and national regulatory frameworks. This is an excellent opportunity for a seasoned professional to contribute to sustainable urban mobility infrastructure development in Turkey.

Aninver is preparing a proposal for this assignment. The selected expert will be part of the proposed team; the engagement is conditional on the contract being awarded to Aninver. The full Terms of Reference for the position are shared with shortlisted candidates.

Objectives of the assignment

• Support the EBRD in evaluating the proposed metro line extensions for potential financing and implementation.
• Coordinate local due diligence activities covering technical, engineering, and operational dimensions.
• Ensure seamless communication between international consultants, municipal authorities, and local stakeholders.
• Facilitate the review of designs, technical specifications, and regulatory compliance under Turkish law.

Scope of work

• Review existing feasibility studies, preliminary and detailed engineering designs, and geological reports.
• Assess civil works, trackwork, structural designs, and electrical and mechanical systems.
• Evaluate procurement strategies, cost estimates, tender documents, and contractual frameworks.
• Collaborate with multidisciplinary experts covering environmental, social, and financial due diligence.
• Contribute to traffic demand analysis, station capacity assessments, and multimodal integration planning.

Your role as Local Project Manager

• Manage local project activities, schedules, and deliverables in coordination with the core team.
• Review and verify technical feasibility, engineering designs, and operational plans for urban rail extensions.
• Apply relevant Turkish legal qualifications to review designs and technical specifications for works in the urban rail sector.
• Oversee procurement reviews and ensure alignment with MDB rules and FIDIC contracts.
• Maintain effective liaison with local municipal entities, operating companies, and the EBRD project team.
• Support the preparation of comprehensive due diligence reports and action plans.

Requirements

• Education: B.Sc. degree in civil engineering or similar
• Have all relevant qualifications requested by Turkish laws to review designs and technical specifications for works in the urban rail sector
• At least 5 years' experience in MDB procurement rules and FIDIC contracts
• Languages: Fluent in Turkish and English

Desirable

• Preferred minimum of 15 years' experience in urban rail design and construction or construction supervision
• Preferred minimum of 8 years as project manager or team leader for similar projects
• Prior experience working on EBRD or other MDB-financed transport infrastructure assignments in Turkey.
• Familiarity with green economy transition and climate resilience principles in urban rail projects.

A seasoned civil engineer and project manager with extensive local experience in urban rail design and construction supervision, fully qualified under Turkish law and well-versed in MDB procurement and FIDIC contracts.
