Aninver Development Partners is seeking an expert Marine/Port or River Transport Engineer for an upcoming sustainable tourism corridor initiative in Gambia. The project aims to unlock the untapped potential of the River Gambia by diversifying tourism product offerings, improving destination management, and strengthening resilience through sustainable infrastructure development along the water corridor.

The successful candidate will play a critical role in the technical assessment, design, and feasibility studies for river transport and small-craft facilities. Working closely with public and private stakeholders, the engineer will help establish robust spatial and economic frameworks to guide investments in safe, environmentally sound river transport access points and water-based leisure infrastructure.

Aninver is preparing a proposal for this assignment. The selected expert will be part of the proposed team; the engagement is conditional on the contract being awarded to Aninver. The full Terms of Reference for the position are shared with shortlisted candidates.

Objectives of the assignment

• Conduct technical, economic, and environmental pre-feasibility and feasibility studies for prioritized enabling and small-craft river infrastructure.
• Contribute to the establishment of integrated spatial and economic frameworks guiding public and private investments in tourism transport.
• Ensure rigorous safety, environmental, and social safeguards for all marine and river transport interventions.

Scope of work

• Conduct initial stakeholder consultations and review existing policies, master plans, and spatial data related to river transport infrastructure.
• Identify, prioritize, and conduct technical, economic, and environmental feasibility studies for key enabling infrastructure and small-craft facilities.
• Design small-craft facilities including jetties, ramps, moorings, and river transport access points.
• Contribute to the formulation of a strategic vision and zoning plan for the tourism corridor, identifying growth poles and transport connectivity needs.
• Develop financial models and structuring options in collaboration with investment specialists for public-private partnerships related to transport infrastructure.
• Incorporate safety protocols and comprehensive environmental and social frameworks into the corridor management plan.
• Organize and facilitate participatory workshops, validation sessions, and training programmes for national and local stakeholders.

Your role as Marine/Port or River Transport Engineer

• Lead the marine and river transport engineering components of the assignment.
• Design small-craft facilities such as jetties, ramps, and moorings along the river corridor.
• Perform technical and economic feasibility assessments for prioritized river transport infrastructure.
• Collaborate with spatial planners and environmental specialists to ensure alignment with sustainable tourism zoning.
• Contribute to the development of safety protocols for water-based transport and leisure activities.
• Engage with local authorities, private sector operators, and communities regarding infrastructure placement and design.
• Deliver technical reports, baseline assessments, and design packages in a timely manner.

Requirements

• Education: Suitable engineering qualification and accreditation with a reputable body
• Minimum 10 years’ experience in marine and/or river transport development
• Demonstrable experience with small-craft facilities design experience (e.g., jetties, ramps, moorings)
• Languages: English

Desirable

• Working experience in tourism or a related field in West Africa will be an advantage
• Working experience in tourism or a related field in West Africa.
• Experience with public-private partnerships or community-based infrastructure projects.

An accredited marine or river transport engineer with over 10 years of experience designing small-craft facilities, eager to contribute to sustainable tourism development in West Africa.
