Aninver Development Partners SL is seeking an expert Tourism Economist/Investment Specialist for a prospective consulting assignment in Gambia. The initiative aims to support the sustainable development of the tourism sector by broadening product offerings, improving destination management, and unlocking the untapped potential of the river corridor as a vibrant tourism asset.

The assignment focuses on shifting from traditional coastal tourism toward diversified, community-based, and nature-oriented tourism products. The Tourism Economist/Investment Specialist will play a critical role in conducting economic studies, financial modeling, and structuring investment opportunities to attract private capital and promote sustainable growth along the corridor.

Aninver is preparing a proposal for this assignment. The selected expert will be part of the proposed team; the engagement is conditional on the contract being awarded to Aninver. The full Terms of Reference for the position are shared with shortlisted candidates.

Objectives of the assignment

• Formulate robust economic and financial frameworks for the sustainable tourism corridor strategy and development plan.
• Conduct pre-feasibility and feasibility studies for prioritized enabling and small-craft river infrastructure.
• Validate and package market-ready tourism products to drive investment promotion.
• Structure viable Public-Private Partnerships (PPPs), Public-Private-Community Partnerships (PPCPs), and joint ventures.

Scope of work

• Conduct initial stakeholder consultations and review existing economic policies and master plans for the tourism sector.
• Identify growth poles, priority intervention areas, and product diversification opportunities alongside the tourism corridor.
• Perform technical, economic, and financial feasibility studies for key enabling infrastructure and small-craft facilities.
• Develop financial models and structuring options for PPPs, PPCPs, and joint ventures.
• Engage private sector investor networks to secure investments for market-ready tourism products.
• Participate in the design of institutional and operational management frameworks incorporating sustainability safeguards.
• Contribute to participatory workshops and capacity-building programs for national and local stakeholders.

Your role as Tourism Economist/Investment Specialist

• Lead economic and financial evaluations for the sustainable development of the tourism corridor.
• Execute comprehensive pre-feasibility and feasibility analyses for prioritized infrastructure projects.
• Develop detailed financial models and structuring frameworks for PPP, PPCP, and joint venture initiatives.
• Package market-ready tourism products and promotional materials tailored for prospective investors.
• Leverage private sector investor networks to actively attract and secure investments into the tourism corridor.
• Collaborate with multidisciplinary team members to integrate economic viability into spatial baseline frameworks and master plans.
• Engage with public authorities, private operators, and local communities to validate financial strategies and investment models.

Requirements

• Education: Graduate qualification in economics, management accounting or a related discipline
• Minimum 8 years’ experience in tourism economic studies, pre-feasibility and feasibility analysis, investment promotion, and securing investments
• Demonstrable experience in financial modelling and PPP, PPCP and joint venture structuring
• Demonstrable access to private sector investor networks
• Languages: English

Desirable

• Prior working experience in West Africa or similar regional contexts.
• Previous involvement in sustainable tourism or river corridor development initiatives.

An experienced Tourism Economist with a strong background in financial modeling, PPP structuring, and investor networking, eager to drive sustainable economic growth in Gambia's tourism sector.
