National Expert - Ghana

Aninver Development Partners SL (www.aninver.com) is looking for a National Expert - Ghana for a trade consultancy assignment financed by TradeMark Africa in Ghana.

Aninver Development Partners SL is currently preparing a proposal for a prospective consultancy assignment funded by TradeMark Africa. The initiative aims to support a comprehensive business process review of trade processes and actors along major West African trade corridors, addressing critical bottlenecks to foster regional integration, economic growth, and trade facilitation.

To support our engagement in Ghana, we are seeking a qualified National Expert. The successful candidate will play a pivotal role in coordinating national stakeholders, facilitating field-level data collection, and providing vital country-specific insights to ensure the successful execution of the business process review and implementation roadmap.

Aninver is preparing a proposal for this assignment. The selected expert will be part of the proposed team; the engagement is conditional on the contract being awarded to Aninver. The full Terms of Reference for the position are shared with shortlisted candidates.

Objectives of the assignment

• Conduct a comprehensive business process review of trade processes and actors along key regional corridors.
• Map end-to-end trade and transit procedures, review regulatory frameworks and digital systems, and identify bottlenecks.
• Contribute to the formulation of actionable quick wins and long-term recommendations.
• Support the development of an implementation roadmap and monitoring and evaluation framework to enhance corridor efficiency.

Scope of work

• Document and map all existing trade, transport, and transit processes, procedures, and data flows along the trade corridors.
• Analyse existing legal and regulatory frameworks governing corridor operations to identify gaps, overlaps, and alignment areas.
• Evaluate current digital trade systems, single windows, customs automation, and trade information portals.
• Identify administrative, operational, and physical bottlenecks hampering regional trade efficiency.
• Formulate actionable recommendations and assist in building a comprehensive implementation roadmap and M&E framework.

Your role as National Expert - Ghana

• Coordinate multiple national stakeholders across government bodies, regional institutions, and private sector actors in Ghana.
• Facilitate local stakeholder engagement, interviews, focus groups, and field missions.
• Gather, analyze, and synthesize local trade data and information to support the broader expert team.
• Contribute national insights to the mapping of end-to-end trade, transport, and transit procedures.
• Assist in identifying local administrative, operational, and physical bottlenecks along the corridor.
• Support the drafting of national reports, quick-win proposals, and contributions to the implementation roadmap.

Requirements

• Fluent in English, the official working language of the country of deployment.
• Demonstrated experience in coordinating multiple stakeholders across government, regional institutions, and private sector actors.
• Strong trade data analytical, writing, and communication skills.
• Familiarity with national and regional trade facilitation, transport, or customs environments in West Africa.
• National of, or based in, the project country

Desirable

• Previous experience working with national trade facilitation committees or regional economic communities.
• Familiarity with ECOWAS, AfCFTA, or WTO Trade Facilitation Agreement frameworks.

An experienced national professional with deep knowledge of Ghana's trade landscape, exceptional stakeholder coordination abilities, and strong analytical and communication skills to support regional trade corridor reforms.
