Aninver Development Partners SL (www.aninver.com) is looking for a National Expert - Ghana (English) for a trade consultancy assignment financed by TradeMark Africa in Ghana.

Aninver Development Partners SL is currently preparing a proposal for a prospective consultancy assignment funded by TradeMark Africa. The initiative focuses on supporting a comprehensive business process review of trade processes and actors along major regional trade corridors in West Africa. We are seeking a qualified National Expert for Ghana to join our multidisciplinary team for this 10-month engagement.

The assignment addresses critical bottlenecks along vital trade corridors to enhance regional integration, economic growth, and trade facilitation. The National Expert will play a crucial role in coordinating local stakeholders, facilitating field-level engagement, and ensuring that trade data and operational insights are accurately captured to support the broader objectives of corridor efficiency and reduced trade transaction times.

Aninver is preparing a proposal for this assignment. The selected expert will be part of the proposed team; the engagement is conditional on the contract being awarded to Aninver. The full Terms of Reference for the position are shared with shortlisted candidates.

Objectives of the assignment

• Conduct a comprehensive business process review of trade processes and actors along key regional trade corridors.
• Map end-to-end trade and transit procedures, review regulatory frameworks and digital systems, and identify bottlenecks and quick wins.
• Develop an implementation roadmap and a monitoring and evaluation framework to enhance corridor efficiency and reduce trade transaction times.
• Support stakeholder coordination across government bodies, regional institutions, and private sector actors in Ghana.

Scope of work

• Document and map all existing trade, transport, and transit processes, procedures, and data flows along the target trade corridors.
• Analyse existing legal and regulatory frameworks governing corridor operations, identifying gaps, overlaps, and areas for alignment with regional and international standards.
• Evaluate current digital trade systems, single windows, customs automation, and trade information portals operating along the corridors.
• Identify administrative, operational, and physical bottlenecks affecting trade flows.
• Formulate actionable quick wins and long-term recommendations.
• Develop a comprehensive implementation roadmap and M&E framework.

Your role as National Expert - Ghana (English)

• Coordinate multiple stakeholders across government, regional institutions, and private sector actors within Ghana.
• Support international experts in gathering local trade data, conducting field missions, and engaging with national trade facilitation committees.
• Contribute to the mapping of end-to-end trade, transport, and transit procedures and data flows.
• Assist in identifying administrative, operational, and physical bottlenecks specific to the national context.
• Provide high-quality trade data analysis, writing, and communication to feed into project deliverables and reports.
• Support the formulation of actionable recommendations, quick wins, and implementation roadmaps.

Requirements

• Fluent in English, the official working language of the country of deployment.
• Demonstrated experience in coordinating multiple stakeholders across government, regional institutions, and private sector actors.
• Strong trade data analytical, writing, and communication skills.
• Familiarity with trade facilitation, supply chain, or regional trade corridor dynamics in West Africa.
• National of, or based in, the project country

Desirable

• Previous experience working with national trade facilitation committees or regional economic communities.
• Prior involvement in donor-funded trade facilitation or corridor performance improvement projects.

An experienced professional based in Ghana with exceptional stakeholder coordination abilities, strong trade data analytical skills, and deep familiarity with national and regional trade facilitation ecosystems.
