Procurement Specialist – Turkey

Aninver Development Partners SL (www.aninver.com) is looking for a Procurement Specialist for a transport, engineering consultancy assignment financed by EBRD in Turkey.

Aninver Development Partners SL is currently preparing a proposal for an upcoming consultancy assignment supported by the European Bank for Reconstruction and Development (EBRD) in Turkey. The initiative focuses on the transport and engineering sector, specifically delivering comprehensive due diligence for major urban rail and metro line extensions.

To strengthen our expert team for this prospective project, we are seeking a qualified Procurement Specialist. The selected expert will play a critical role in evaluating procurement strategies, reviewing tender documentation, and ensuring full compliance with multilateral development bank rules and international contracting standards.

Aninver is preparing a proposal for this assignment. The selected expert will be part of the proposed team; the engagement is conditional on the contract being awarded to Aninver. The full Terms of Reference for the position are shared with shortlisted candidates.

Objectives of the assignment

• Conduct a thorough assessment of procurement strategies and implementation schedules for urban rail and metro projects.
• Review and evaluate cost estimates, tender documents, and contractual frameworks in line with multilateral development bank standards.
• Ensure all procurement and contracting arrangements comply with relevant international guidelines and national legal frameworks.

Scope of work

• Review existing project documentation, designs, and studies in the transport and engineering sector.
• Perform detailed evaluations of procurement strategies, implementation schedules, and cost estimates.
• Assess tender documents and contractual frameworks, focusing on international standard forms of contract.
• Analyze institutional capacities and procurement management systems of project promoters and operating companies.
• Collaborate closely with local municipal authorities, operating enterprises, and international donor project teams.
• Prepare comprehensive procurement due diligence reports and supporting documentation in alignment with donor requirements.

Your role as Procurement Specialist

• Lead the procurement and contractual review components of the due diligence assignment.
• Evaluate procurement strategies, implementation schedules, and cost estimates for civil works and systems.
• Review and assess tender documents, ensuring appropriate use of standard forms of contract.
• Design and execute two-stage tendering procedures and oversee complex international procurement processes.
• Coordinate closely with technical, financial, and environmental specialists to ensure integrated project evaluation.
• Prepare detailed procurement reports, findings, and recommendations for the donor and project stakeholders.

Requirements

• Education: B.Sc. degree in civil engineering or similar
• At least 8 years' experience in MDB procurement rules and FIDIC contracts, including rail and metro sector
• Hands-on experience with at least one completed two-stage tendering exercise
• Languages: Fluent in English. Fluency in Turkish would be an advantage

Desirable

• Preferred minimum of 15 years' experience in design, construction or construction supervision in transport sector
• Preferred minimum of 5 years' experience in public projects using FIDIC Red, Yellow or Emerald Books
• Fluency in Turkish would be a strong advantage.
• Prior professional experience on international financial institution-backed infrastructure initiatives in the region.
