Project Manager – Turkey

Aninver Development Partners is seeking an expert Project Manager for an upcoming consultancy assignment supported by the European Bank for Reconstruction and Development (EBRD) in Turkey. The initiative focuses on conducting comprehensive due diligence for urban rail and metro line extensions, ensuring robust technical, financial, and environmental preparation in the transport and engineering sector.

The successful candidate will lead a multidisciplinary team of specialists to evaluate project feasibility, engineering designs, procurement strategies, and Multilateral Development Bank (MDB) compliance standards. This is a key leadership role requiring extensive experience in managing complex urban transport infrastructure projects from planning through to design and construction.

Aninver is preparing a proposal for this assignment. The selected expert will be part of the proposed team; the engagement is conditional on the contract being awarded to Aninver. The full Terms of Reference for the position are shared with shortlisted candidates.

Objectives of the assignment

• Lead the overall management and timely delivery of comprehensive due diligence studies for urban metro line extension projects.
• Coordinate multidisciplinary teams of technical, environmental, social, financial, and procurement experts in alignment with EBRD standards.
• Ensure rigorous quality control of all deliverables, reports, and analyses produced throughout the assignment.
• Maintain effective communication and stakeholder engagement with the client, municipal authorities, and the donor project team.

Scope of work

• Review existing feasibility studies, preliminary and detailed engineering designs for civil works, trackwork, and M&E systems.
• Evaluate procurement strategies, cost estimates, tender documents, and contractual frameworks under MDB guidelines.
• Assess financial viability, institutional capacity, and financial management systems of the project promoter.
• Oversee environmental and social due diligence (ESDD) to ensure compliance with EBRD Environmental and Social Policy.
• Integrate green economy transition assessments, climate resilience, and Paris Agreement alignment into project evaluations.

Your role as Project Manager

• Serve as the primary point of contact for the client, the donor, and the consulting firm's management team.
• Direct and coordinate the day-to-day activities of all key and non-key experts involved in the assignment.
• Manage the preparation and timely submission of all inception, interim, and final due diligence reports.
• Facilitate high-level meetings, workshops, and consultations with municipal stakeholders and institutional partners.
• Implement quality assurance and risk management frameworks across all technical and operational workstreams.

Requirements

• Education: B.Sc. degree in civil engineering or similar
• Languages: Fluent in English. Fluency in Turkish would be an advantage

Desirable

• Preferred minimum of 15 years' experience in urban transport sector, including planning, feasibility, design and/or construction or construction supervision
• Preferred minimum of 10 years as project manager or team leader for similar projects
• At least 5 years' experience in feasibility and due diligence assessments for MDBs, notably in urban transport and preferably in metro and urban rail systems
• Fluency in Turkish is considered a strong professional advantage.

An experienced Project Manager with a strong civil engineering background, extensive MDB due diligence experience in urban metro systems, and a proven track record of leading multidisciplinary teams in Turkey.
