Aninver Development Partners SL (www.aninver.com) is looking for a Public Investment Management (PIM) Expert (local) for a transport, engineering, construction consultancy assignment financed by EBRD in Armenia.

Aninver Development Partners SL is preparing a proposal for a prospective consultancy assignment financed by the European Bank for Reconstruction and Development (EBRD) in Armenia. The project focuses on the modernization of critical transport corridors and international trade infrastructure through the feasibility study, design, and due diligence for the construction and upgrading of strategic border crossing points and associated bridge infrastructure.

To support our expert team for this initiative, we are seeking a qualified Public Investment Management (PIM) Expert (local). The successful candidate will play a pivotal role in ensuring that all economic and financial assessments comply with local institutional frameworks, specifically aligning financial modeling and project documentation with national public investment management standards and EBRD requirements.

Aninver is preparing a proposal for this assignment. The selected expert will be part of the proposed team; the engagement is conditional on the contract being awarded to Aninver. The full Terms of Reference for the position are shared with shortlisted candidates.

Objectives of the assignment

• Support the modernization of Armenia's critical international transport links and trade corridors.
• Ensure full compliance of the project's financial and economic components with the local Public Investment Management (PIM) framework.
• Collaborate closely with national beneficiaries, public counterparts, and international financial institutions.
• Contribute to comprehensive feasibility studies, financial modeling, and project structuring.

Scope of work

• Review existing documentation, national strategies, master plans, and previous studies regarding targeted border crossing points and bridge infrastructure.
• Conduct stakeholder consultations with the state revenue committee, ministries, border guard services, customs, and transport operators.
• Perform traffic surveys, origin-destination studies, and demand forecasts for passenger and freight traffic.
• Develop preliminary architectural and engineering concepts, optioneering, and structural designs.
• Execute cost-benefit analyses, economic evaluations, and financial modeling for infrastructure investments.
• Evaluate climate vulnerabilities, green building opportunities, and environmental and social due diligence in line with international standards.

Your role as Public Investment Management (PIM) Expert (local)

• Conduct economic analysis and financial modeling for infrastructure projects in the transport, engineering, and construction sectors.
• Ensure alignment of financial evaluations and fiscal impact assessments with the Armenian PIM process.
• Prepare project documentation and financial formats compliant with Armenian Government Decree 175-N.
• Assess funding and financing mechanisms for infrastructure projects to support optimal project structuring.
• Coordinate closely with international experts, the EBRD, and local public counterparts on economic and institutional requirements.
• Contribute to feasibility study reporting and economic evaluation sections of the assignment.

Requirements

• Education: A degree in Economics, or a related field (Master’s or PhD preferred)
• Prior experience in Armenian PIM process and familiarity with Government Decree 175-N formats
• Familiarity with funding and financing mechanisms for infrastructure projects
• Languages: Fluency in English and Armenian is essential
• National of, or based in, the project country

Desirable

• Preferably 7 years of experience in conducting economic analysis and financial modelling for infrastructure projects
• Prior working experience with international financial institutions such as the EBRD.
• Background in transport infrastructure and civil engineering sector projects in Armenia.

A locally-experienced economist with robust expertise in Armenian Public Investment Management processes, Government Decree 175-N compliance, and financial modeling for infrastructure projects.
