Aninver Development Partners SL is preparing a consulting proposal for an upcoming transport and engineering assignment supported by the EBRD in Turkey. We are seeking a qualified Rail Infrastructure Specialist (civils and M&E) to join our multidisciplinary team of experts for this high-impact urban rail development initiative.

The assignment focuses on conducting comprehensive due diligence for major urban metro line extensions, reviewing technical feasibility, engineering designs, and infrastructure plans. The successful candidate will play a pivotal role in ensuring that all civil works, electrical and mechanical systems, and operational frameworks align with international standards and multilateral development bank requirements.

Aninver is preparing a proposal for this assignment. The selected expert will be part of the proposed team; the engagement is conditional on the contract being awarded to Aninver. The full Terms of Reference for the position are shared with shortlisted candidates.

Objectives of the assignment

• Review and verify the technical feasibility, engineering designs, and operational plans of the proposed urban metro line extensions.
• Assess procurement strategies, cost estimates, tender documents, and contractual frameworks in accordance with multilateral development bank rules.
• Evaluate civil works, trackwork, architectural and structural designs, and electrical and mechanical (M&E) systems.
• Ensure alignment with international engineering standards, climate resilience criteria, and best practices in urban rail infrastructure development.

Scope of work

• Review existing feasibility studies, preliminary and detailed engineering designs, and geological and geotechnical reports for civil and M&E components.
• Evaluate civil works, trackwork, architectural elements, structural designs, power supply, and rolling stock requirements.
• Assess implementation schedules, capital expenditure estimates, and cost frameworks for the proposed metro extensions.
• Review tender documents and contracting strategies using standard international conditions of contract.
• Collaborate closely with municipal authorities, operating companies, and international financing institution project teams throughout the due diligence process.

Your role as Rail Infrastructure Specialist (civils and M&E)

• Conduct technical due diligence on all civil engineering and electrical and mechanical (M&E) aspects of the urban rail infrastructure.
• Review existing project documentation, engineering designs, and technical studies provided by the promoter.
• Assess the adequacy of proposed technical solutions, construction methodologies, and tunneling operations.
• Evaluate capital expenditure estimates, bill of quantities, and implementation schedules for civil and M&E packages.
• Review procurement strategies, tender documents, and contractual arrangements under FIDIC frameworks.
• Contribute technical inputs to comprehensive due diligence reports and coordinate closely with other engineering and environmental specialists.

Requirements

• Education: B.Sc. degree in civil engineering or similar
• Familiar with MDB procurement rules and FIDIC contracts
• Languages: Fluent in English

Desirable

• Preferred minimum of 10 years' experience in urban rail design, construction and/or construction supervision
• Experience in preferably minimum 2 similar assignments (review of or design of urban rail network infrastructure)
• Experience working on EBRD or other international financial institution-funded transport projects in the region.
• Familiarity with green economy transition principles and climate-resilient infrastructure design.

An experienced Rail Infrastructure Specialist with a strong background in civil and M&E engineering for urban rail networks, extensive familiarity with FIDIC contracts, and proven expertise in multilateral development bank due diligence assignments.
