Aninver Development Partners SL (www.aninver.com) is looking for a Rail Systems Specialist (communication, signalling etc) for a transport, engineering consultancy assignment financed by EBRD in Turkey.

Aninver Development Partners SL is currently preparing a proposal for an upcoming consultancy assignment funded by the European Bank for Reconstruction and Development (EBRD) in Turkey. The project focuses on the engineering and transport sector, specifically supporting the comprehensive due diligence and technical evaluation of urban rail and metro line extensions in Turkey.

To strengthen our expert team for this prospective engagement, we are seeking a qualified Rail Systems Specialist (communication, signalling etc). The successful candidate will play a pivotal role in reviewing technical designs, evaluating rail systems infrastructure, and ensuring compliance with international financing standards and engineering best practices.

Aninver is preparing a proposal for this assignment. The selected expert will be part of the proposed team; the engagement is conditional on the contract being awarded to Aninver. The full Terms of Reference for the position are shared with shortlisted candidates.

Objectives of the assignment

• Review and verify the technical feasibility, engineering designs, and operational plans of the proposed metro extensions.
• Assess signaling, telecommunications, power supply, and other electrical and mechanical systems for urban rail networks.
• Ensure all rail systems components comply with relevant international engineering standards and EBRD requirements.
• Contribute to the overall technical due diligence report supporting potential financing decisions.

Scope of work

• Review existing feasibility studies, preliminary and detailed engineering designs, and technical specifications for rail and metro systems.
• Evaluate electrical and mechanical (M&E) systems, power supply infrastructure, signaling, and telecommunications.
• Assess rolling stock requirements and operational plans for the extended metro lines.
• Analyze implementation schedules, capital expenditure estimates, and technical risk allocations.
• Coordinate closely with local transport authorities, municipal entities, and the international donor project team.
• Prepare comprehensive technical due diligence documentation and contribute to project reporting.

Your role as Rail Systems Specialist (communication, signalling etc)

• Conduct a detailed technical review of existing designs for railway signaling, telecommunications, and associated rail systems.
• Assess the adequacy of power supply, electrical, and mechanical systems for the proposed metro line extensions.
• Evaluate capital expenditure estimates, bill of quantities, and technical specifications prepared for tender documents.
• Review interface management between civil works, trackwork, and electromechanical systems.
• Ensure alignment with international MDB procurement rules and standard contractual frameworks such as FIDIC.
• Contribute expert technical inputs to the main due diligence reports and action plans.

Requirements

• Education: B.Sc. degree in IT/systems engineering or similar
• Familiar with MDB procurement rules and FIDIC contracts
• Languages: Fluent in English

Desirable

• Preferred minimum of 10 years' experience in design, construction and/or construction supervision of rail and metro systems
• Experience in preferably minimum 2 similar assignments (review of or design of urban rail systems)
• Previous professional working experience in Turkey or the wider region.
• Familiarity with EBRD policies and environmental and social requirements.

An experienced Rail Systems Specialist with a strong background in signaling, telecommunications, and electromechanical engineering for urban metro projects, familiar with MDB standards and FIDIC contracts.
