Senior Evaluator – Ukraine

Aninver Development Partners SL (www.aninver.com) is looking for a Senior Evaluator for a environment consultancy assignment financed by Nordic Environment Finance Corporation in Ukraine.

Aninver Development Partners SL is currently preparing a proposal for an upcoming evaluation assignment funded by the Nordic Environment Finance Corporation (NEFCO) in Ukraine. We are seeking an expert Senior Evaluator to join our multidisciplinary team for this important environmental sector initiative.

The assignment focuses on assessing the performance, strategic relevance, and developmental impact of clean energy and sustainable market development interventions. The successful candidate will play a pivotal role in delivering rigorous analytical insights to support accountability, learning, and future strategic decision-making in the environmental sector.

Aninver is preparing a proposal for this assignment. The selected expert will be part of the proposed team; the engagement is conditional on the contract being awarded to Aninver. The full Terms of Reference for the position are shared with shortlisted candidates.

Objectives of the assignment

• Assess whether the strategic framing, theory of change, design, implementation model, and resourcing of the initiative are appropriate and coherent.
• Analyse implementation progress and explain variations in performance across technologies, beneficiaries, and business models.
• Evaluate additionality, sustainability prospects, and contributions to broader market development in Ukraine.
• Generate actionable, forward-looking insights and lessons learned to inform future environmental programming and donor strategies.

Scope of work

• Conduct a comprehensive mid-term evaluation of the sustainable energy and environmental programme in Ukraine.
• Review programme documentation, monitoring data, and relevant background materials related to clean cooking and energy services.
• Design and implement data collection methodologies, including qualitative and quantitative tools tailored to the sector context.
• Engage with key stakeholders, including project implementers, private sector partners, donors, and beneficiaries.
• Analyse market barriers, private sector incentives, and operational efficiencies affecting programme delivery and scale-up.
• Synthesise evaluation findings into clear, evidence-based reports with actionable recommendations for adaptive management.

Your role as Senior Evaluator

• Lead specific evaluation components and analytical workstreams as a Senior Evaluator within the multidisciplinary team.
• Contribute to the design of the overall evaluation methodology, data collection instruments, and analysis frameworks.
• Conduct stakeholder interviews, focus group discussions, and field visits as required by the assignment scope.
• Analyse complex qualitative and quantitative data to assess programme performance against defined evaluation criteria.
• Draft comprehensive evaluation sections, thematic notes, and input into the main mid-term evaluation reports.
• Participate in validation workshops and present key evaluation findings to the Nordic Environment Finance Corporation and local stakeholders.
• Ensure high quality, accuracy, and timely delivery of all assigned evaluation outputs.

Requirements

• Education: Master’s degree or equivalent postgraduate qualification in evaluation, economics, social sciences, development studies, public policy, business, environmental studies, energy, climate, finance or another field relevant to the assignment
• Minimum of 10 years of relevant professional experience
• Demonstrated experience as a senior evaluator in at least five strategic, complex or large-scale evaluations
• Languages: Excellent written and spoken English

Desirable

• Prior professional experience working on evaluations funded by the Nordic Environment Finance Corporation or similar international financing institutions.
• Familiarity with clean cooking, renewable energy, or market systems development in transitional or developing country contexts.

An experienced Senior Evaluator with a strong background in complex international evaluations, exceptional analytical skills, and deep expertise in environmental or energy sector assessments.
