Aninver Development Partners is seeking a qualified Senior Health and Safety Specialist for an upcoming consultancy assignment financed by the EBRD in Armenia. The project focuses on conducting comprehensive feasibility studies and preliminary designs for the modernization and construction of critical international transport links and border crossing points.

The successful candidate will play a pivotal role in ensuring that all infrastructure and engineering activities adhere to the highest international occupational health and safety standards. Working closely with national authorities and international financial institutions, the expert will contribute to sustainable regional integration and infrastructure development.

Aninver is preparing a proposal for this assignment. The selected expert will be part of the proposed team; the engagement is conditional on the contract being awarded to Aninver. The full Terms of Reference for the position are shared with shortlisted candidates.

Objectives of the assignment

• Ensure full compliance with EBRD health and safety performance standards throughout the assignment.
• Assess occupational health and safety risks associated with the construction and operation of new border crossing infrastructure.
• Integrate robust safety measures into the preliminary designs and implementation strategies.
• Promote best practices in health and safety management across all stakeholder engagements.

Scope of work

• Review existing documentation, national strategies, and previous studies regarding targeted border crossing points and transport infrastructure.
• Conduct stakeholder consultations with national authorities, border guard services, and transport operators.
• Contribute to environmental and social due diligence processes, focusing specifically on health and safety impacts.
• Evaluate occupational health and safety hazards during construction and operational phases of the project.
• Formulate risk mitigation strategies and management plans aligned with international financing institution requirements.
• Support the integration of health and safety considerations into overall procurement and implementation schedules.

Your role as Senior Health and Safety Specialist

• Prepare comprehensive health and safety assessments and impact assessments meeting EBRD, IFC, or similar international financial institution standards.
• Implement and monitor requirements related to EBRD's Environmental and Social Performance Requirement 4 (ESR4) on Health and Safety.
• Collaborate with environmental and social specialists to screen project activities for potential hazards and occupational risks.
• Provide expert inputs on health and safety protocols for multimodal border crossing workflows and construction activities.
• Contribute to technical reports, feasibility studies, and preliminary engineering design reviews from a safety perspective.
• Participate in stakeholder meetings and capacity-building sessions with local beneficiaries and counterparts.

Requirements

• Education: B.Sc. or M.Sc. degree in engineering, occupational health and safety, environmental sciences or similar
• Past experience in preparing health and safety assessments, Impact Assessments to EBRD, IFC or similar IFI standards
• Good understanding and past experience in implementing EBRD’s ESR4 requirements
• Languages: Fluency in English is essential

Desirable

• TEN-T interoperability requirements knowledge an advantage
• Prior knowledge of TEN-T interoperability requirements.
• Previous working experience in Armenia or the broader Caucasus region.

A dedicated health and safety professional with extensive experience in applying EBRD standards to major transport and engineering infrastructure projects in international settings.
