Senior Health and Safety Specialist – Turkey

Aninver Development Partners SL (www.aninver.com) is looking for a Senior Health and Safety Specialist for a transport, engineering consultancy assignment financed by EBRD in Turkey.

Aninver Development Partners is currently preparing a proposal for an upcoming transport and engineering consultancy assignment in Turkey, funded by the European Bank for Reconstruction and Development (EBRD). We are seeking a qualified Senior Health and Safety Specialist to join our multidisciplinary team for a comprehensive due diligence assignment focusing on major urban rail infrastructure extensions.

The successful candidate will play a critical role in evaluating health and safety standards, construction practices, and occupational health and safety (OHS) management systems for complex underground and surface infrastructure works. This assignment contributes to ensuring robust project preparation, feasibility, and compliance with international development bank standards and specific donor policies in the transport sector.

Aninver is preparing a proposal for this assignment. The selected expert will be part of the proposed team; the engagement is conditional on the contract being awarded to Aninver. The full Terms of Reference for the position are shared with shortlisted candidates.

Objectives of the assignment

• Conduct a comprehensive health and safety due diligence of the proposed metro line extension project.
• Ensure all construction and operational plans comply with relevant EBRD Environmental and Social Requirements and national OHS regulations.
• Evaluate the safety aspects of complex civil engineering and tunneling operations associated with the transport infrastructure.
• Review occupational health and safety management systems of the project promoter and potential contractors.

Scope of work

• Evaluate safety of construction and tunneling operations in alignment with international best practices.
• Review occupational health and safety (OHS) management frameworks, policies, and historical safety performance.
• Assess labor and supply chain health and safety standards in the context of transport engineering works.
• Contribute to the preparation of environmental and social due diligence reports, action plans, and non-technical summaries.
• Coordinate closely with local municipal authorities, operating enterprises, and international donor teams throughout the due diligence process.

Your role as Senior Health and Safety Specialist

• Lead the health and safety due diligence workstream for the transport and engineering assignment.
• Examine existing project documentation, preliminary designs, and technical studies concerning construction safety and tunnelling risks.
• Assess risks associated with underground excavation, heavy civil works, and electromechanical installations.
• Review contractor safety management plans, emergency preparedness, and site-level hazard identification procedures.
• Identify gaps against EBRD Environmental and Social Requirements, specifically regarding labor and working conditions.
• Draft clear, actionable health and safety recommendations and mitigation measures for inclusion in the final due diligence deliverables.
• Participate in stakeholder meetings and site walkthroughs with the municipal transport authorities and the donor project team.

Requirements

• Education: B.Sc. degree in relevant sector
• Specific experience in safety of construction for infrastructural projects, especially tunnelling works
• Good knowledge of EBRD's ESR 4 requirements and OHS regulations
• Languages: Fluent in English. Fluency in Turkish would be an advantage

Desirable

• Preferred minimum of 15 years' experience in similar projects
• Fluency in Turkish is considered a significant professional advantage.
• Prior experience working on EBRD or other international financial institution-funded infrastructure assignments.

An experienced Senior Health and Safety Specialist with a robust background in tunneling and heavy civil infrastructure safety, possessing deep knowledge of EBRD standards and fluent in both English and Turkish.
