Senior social/resettlement expert – Turkey

Aninver Development Partners SL (www.aninver.com) is looking for a Senior social/resettlement expert for a transport, engineering consultancy assignment financed by EBRD in Turkey.

Aninver Development Partners is currently preparing a proposal for an upcoming transport and engineering consultancy assignment in Turkey, funded by the European Bank for Reconstruction and Development (EBRD). We are looking for a qualified Senior social/resettlement expert to join our multidisciplinary team.

The overarching assignment involves comprehensive due diligence for urban rail metro line extensions, ensuring robust technical, environmental, and social compliance with international standards and EBRD policies in Turkey.

Aninver is preparing a proposal for this assignment. The selected expert will be part of the proposed team; the engagement is conditional on the contract being awarded to Aninver. The full Terms of Reference for the position are shared with shortlisted candidates.

Objectives of the assignment

• Conduct comprehensive environmental and social due diligence (ESDD) in line with EBRD's Environmental and Social Policy.
• Evaluate social risks, land acquisition processes, and resettlement impacts associated with the transport infrastructure project.
• Ensure full compliance with both EBRD social requirements and national expropriation legislation.
• Facilitate stakeholder engagement and develop practical management plans to mitigate adverse social impacts.

Scope of work

• Conduct environmental and social due diligence (ESDD) for urban transport infrastructure extensions.
• Prepare an Environmental and Social Action Plan (ESAP) and Non-Technical Summary (NTS).
• Develop the Stakeholder Engagement Plan (SEP) in compliance with international standards.
• Formulate a comprehensive Resettlement Action Plan (RAP) or Land Acquisition Framework.
• Assess labor standards, occupational health and safety, and public safety aspects.
• Review cultural heritage protection and universal accessibility measures within the project corridor.

Your role as Senior social/resettlement expert

• Lead the social and resettlement due diligence activities for the transport project in Turkey.
• Evaluate project impacts related to land acquisition, physical displacement, and economic displacement.
• Review existing project documentation against EBRD Environmental and Social Requirements (ESRs).
• Analyze Turkish expropriation law and practices to ensure alignment with international lender standards.
• Draft the Resettlement Action Plan (RAP) and Stakeholder Engagement Plan (SEP) in close coordination with local authorities.
• Consult with project-affected people, local communities, and municipal stakeholders.
• Contribute to the preparation of the Environmental and Social Action Plan (ESAP) and reporting deliverables.

Requirements

• Education: B.Sc. degree in relevant social fields
• Good knowledge and understanding of EBRD's social requirements on land acquisition and resettlement, as well as Turkish expropriation law
• Languages: Fluent in English. Fluency in Turkish would be preferable

Desirable

• Preferably minimum 15 years' experience in ESDDs and ESIAs in accordance with EBRD E&S requirements in similar projects
• Fluency in Turkish is highly preferable.
• Prior professional experience working on major transport or urban rail projects funded by international financial institutions in Turkey.

An experienced Senior Social and Resettlement Expert with at least 15 years of expertise in EBRD-compliant ESIAs, robust knowledge of Turkish expropriation laws, and fluency in English and Turkish.
