Aninver Development Partners is seeking an expert Structural Engineer (Buildings) for a prospective consultancy assignment supported by the European Bank for Reconstruction and Development (EBRD) in Armenia. The initiative focuses on modernizing critical international transport links and trade corridors through the construction and modernization of key border crossing facilities in the country.

The successful candidate will play a vital role in delivering comprehensive feasibility studies, preliminary designs, and engineering solutions that incorporate green building principles, climate resilience, and international standards. This position offers an exciting opportunity to contribute to high-impact infrastructure development and regional integration objectives in close collaboration with national authorities and the donor.

Aninver is preparing a proposal for this assignment. The selected expert will be part of the proposed team; the engagement is conditional on the contract being awarded to Aninver. The full Terms of Reference for the position are shared with shortlisted candidates.

Objectives of the assignment

• Conduct comprehensive feasibility studies and preliminary designs for new border crossing point buildings and associated facilities.
• Ensure all structural engineering designs comply with international standards and EBRD Environmental and Social Performance Requirements.
• Integrate green building principles, energy efficiency, and climate resilience measures into building concepts.
• Support optioneering processes to optimize layout, clearance efficiency, and multimodal workflows.
• Contribute to public investment management compliance and subsequent procurement strategies.

Scope of work

• Review existing documentation, national strategies, master plans, and baseline data regarding the targeted border crossing points.
• Perform stakeholder consultations with national counterpart agencies, border guard services, customs, and transport operators.
• Develop preliminary architectural and engineering concepts and optioneering for the facilities and buildings.
• Evaluate climate vulnerabilities and integrate climate resilience measures into building and infrastructure designs.
• Assess opportunities for green building certification schemes and energy efficiency standards relevant to the region.
• Contribute to environmental and social screening and impact assessments adhering to EBRD requirements.
• Propose optimal procurement strategies, contract packaging, and implementation schedules for subsequent tender stages.

Your role as Structural Engineer (Buildings)

• Lead the structural engineering design and optioneering for all buildings and administrative facilities associated with the border crossing points.
• Apply hands-on expertise in designing buildings of a similar scale, ensuring structural integrity, safety, and functionality.
• Incorporate regional green building certification schemes and energy efficiency standards into the structural and architectural plans.
• Coordinate closely with transport planners, climate resilience experts, and multidisciplinary team members to align facility layouts with operational workflows.
• Contribute to technical reports, preliminary design documentation, and feasibility study deliverables.
• Provide structural inputs for cost-benefit analyses, capital expenditure estimations, and technical schedules for procurement.
• Ensure compliance with local building regulations and international engineering standards throughout the design phase.

Requirements

• Education: University graduate in civil, mechanical, building engineering, architecture or equivalent sector
• Hands-on experience in designing buildings of similar size
• Knowledge of green building certification schemes relevant for the region
• Languages: Fluency in English is essential

Desirable

• Preferably 15 years of general working experience
• Preferably experience in Armenia or the region
• Previous professional experience working in Armenia or the wider region.
• Familiarity with international financial institution standards, specifically EBRD procedures.
• Experience in multidisciplinary infrastructure and transport-related projects.

A seasoned Structural Engineer with extensive building design experience, a strong background in green building standards, and a proven track record of delivering resilient infrastructure projects in the region.
