The initiative focuses on operationalizing a feasible, sustainable, accessible, and financially viable system for continuous updates to the national social registry, serving as the country's primary tool for identifying and targeting poor and vulnerable households.

The successful candidate will lead a multidisciplinary team to design functional local and digital update interfaces, establish offline verification workflows, develop comprehensive costing and risk assessment models, and deliver a robust change management and capacity-building roadmap aligned with international best practices for dynamic social registry management.

  • Formulate realistic costing models and financing options for the setup and long-term operation of the continuous update system.
  • Deliver a comprehensive change management, capacity-building, and pilot rollout roadmap.

Scope of work

  • Validate hosting recommendations and institutional arrangements for local interface extension workers and regional service points.
  • Outline functional and accessibility standards for digital update channels, including alignment with parallel USSD implementations.
  • Design a clear verification typology, workflow standards, and grievance redress mechanism for update requests.
  • Develop a detailed costing model covering staffing, equipment, connectivity, and periodic data refresh cycles across diverse geographic contexts.
  • Assess technical requirements for connecting update interfaces to the social registry MIS backend.
  • Conduct risk assessments covering data quality, fraud, security, privacy, and digital exclusion.
  • Formulate pilot location recommendations, success criteria, and a structured implementation roadmap.

Your role as Team Lead

  • Provide overall strategic direction, technical leadership, and project management for the consulting team throughout the assignment.
  • Liaise closely with the World Bank, national authorities, and key stakeholders in Gambia to guide policy parameter definitions for registry updates.
  • Supervise the validation of local hosting models and the assessment of coverage gaps in remote, hard-to-reach, and vulnerable communities.
  • Direct the design of the offline verification workflow, citizen-facing appeals paths, and decision rules for household update requests.
  • Oversee the creation of the financial costing model, evaluating sustainability scenarios and funding options beyond the project period.
  • Coordinate the technical assessment of MIS backend integration requirements and system architecture compatibility.
  • Guide the identification of implementation risks and the drafting of mitigation measures related to data privacy, security, and digital inclusion.
  • Lead stakeholder consultations, validation workshops, and the finalization of all key deliverables including the inception report and roadmap.

Requirements

  • Education: Advanced degree in public administration, social protection, development studies, information systems, or a related field
