Technical Coordinator – Senegal

Aninver Development Partners SL (www.aninver.com) is looking for a Technical Coordinator for a environment consultancy assignment financed by AFD in Senegal.

Aninver Development Partners SL is currently preparing a proposal for an upcoming consulting assignment funded by Agence Française de Développement (AFD) in Senegal. The initiative focuses on conducting a comprehensive feasibility study and designing a sustainable financial mechanism—specifically a biodiversity conservation trust fund—to support the country's unique terrestrial and marine ecosystems and protected areas network.

To successfully deliver this environmental sector project, we are seeking a qualified Technical Coordinator. This key expert will play a pivotal role in driving the multidisciplinary feasibility assessment, ensuring that all technical, institutional, and stakeholder engagement activities align with the project's strategic objectives and the donor's standards.

Aninver is preparing a proposal for this assignment. The selected expert will be part of the proposed team; the engagement is conditional on the contract being awarded to Aninver. The full Terms of Reference for the position are shared with shortlisted candidates.

Objectives of the assignment

• Analyze and define the most appropriate institutional and legal framework for the conservation trust fund.
• Conduct economic and financial modeling to determine capitalization needs and investment strategies.
• Design the precise profile of the trust fund, drafting statutes and operational manuals.
• Elaborate a detailed action plan and roadmap for the effective operationalization of the fund.

Scope of work

• Perform an in-depth diagnostic of the legal and regulatory framework applicable to environmental trust funds in Senegal.
• Map and analyze institutional, technical, and financial stakeholders involved in nature protection and protected areas.
• Propose the optimal institutional and governance structure for the fund.
• Develop a forecasting financial model evaluating initial capital needs and sustainable revenue flows.
• Define investment, capitalization, and disbursement strategies, including funding windows for biodiversity.
• Draft project statutes, internal regulations, and administrative, financial, and operational procedure manuals.
• Formulate a detailed roadmap for establishing the fund through a participatory and inclusive approach.

Your role as Technical Coordinator

• Coordinate all technical activities across the different phases of the environmental assignment.
• Facilitate ongoing dialogue and participatory consultations with national and regional stakeholders, including public authorities, protected areas managers, and civil society.
• Ensure seamless collaboration among multidisciplinary experts working on economic, legal, and environmental components.
• Oversee the delivery of high-quality reports and deliverables related to institutional and governance setups.
• Support the integration of public policies and stakeholder insights into the trust fund design.
• Monitor project progress against the established timeline and ensure alignment with AFD requirements.

Requirements

• Minimum 10 years of experience with an excellent knowledge of public policies, projects, and stakeholders associated with environmental protection and protected areas in Senegal
• Languages: French fluency is essential, English highly recommended

Desirable

• Previous experience working on AFD-funded conservation or environmental projects in West Africa.
• Familiarity with the establishment or evaluation of environmental trust funds.

An experienced environmental professional with deep knowledge of Senegal's conservation landscape, strong coordination skills, and fluency in French.
