Transport Economist – Armenia

Aninver Development Partners SL (www.aninver.com) is looking for a Transport Economist for a transport, engineering, construction consultancy assignment financed by EBRD in Armenia.

Aninver Development Partners is preparing a proposal for an upcoming consultancy assignment funded by the European Bank for Reconstruction and Development (EBRD) in Armenia. The project focuses on modernizing critical international transport links and trade corridors through the construction and upgrading of key border crossing points and a strategic bridge crossing.

We are seeking a qualified Transport Economist to join our expert team for this 8-month assignment. The selected professional will lead market analyses, traffic forecasting, and economic modelling to support the delivery of comprehensive feasibility studies and ensure alignment with national Public Investment Management (PIM) compliance standards.

Aninver is preparing a proposal for this assignment. The selected expert will be part of the proposed team; the engagement is conditional on the contract being awarded to Aninver. The full Terms of Reference for the position are shared with shortlisted candidates.

Objectives of the assignment

• Conduct comprehensive traffic and demand forecasting for passenger and freight transport across target border crossing points.
• Perform rigorous cost-benefit analyses, financial modeling, and economic evaluations to determine investment viability.
• Ensure full compliance with local Public Investment Management (PIM) frameworks and government decree formats.
• Collaborate with multidisciplinary engineering, environmental, and social teams to inform overall project structuring.

Scope of work

• Review existing studies, national strategies, master plans, and baseline data concerning targeted transport links and trade corridors.
• Conduct traffic surveys, origin-destination studies, and market research to establish accurate baseline data on current bottlenecks.
• Develop short-, medium-, and long-term traffic and trade demand forecasts for multi-modal facilities.
• Perform economic evaluations including Internal Rate of Return (IRR) and Net Present Value (NPV) calculations for each infrastructure investment.
• Execute financial modeling and fiscal impact assessments alongside local institutional counterparts.
• Support the Public Investment Management (PIM) compliance process aligned with national legislation and formats.

Your role as Transport Economist

• Lead all economic and financial analysis components of the feasibility study for the transport infrastructure project.
• Design and execute robust demand analysis and economic modelling frameworks for passenger and freight traffic.
• Evaluate project costs and benefits to establish clear economic viability indicators for the proposed investments.
• Contribute to financial modeling, fiscal impact assessments, and PIM compliance reviews.
• Coordinate closely with national beneficiaries, public counterparts, and international financing institutional stakeholders.
• Synthesize findings into professional reports and contribute to overall project deliverables.

Requirements

• Education: Master's in transport / economics / planning / or similar
• Hands-on experience in development of feasibility studies, demand analysis, economic modelling and transportation infrastructure investment planning
• Languages: Fluency in English is essential

Desirable

• Preferably 15 years working on market issues related to transport infrastructure projects
• Preferably experience in Armenia or the region
• Prior professional experience working in Armenia or the Caucasus region.

An experienced Transport Economist with a strong background in economic modelling, demand forecasting, and feasibility studies for major transport infrastructure projects, ideally within the region.
