Aninver Development Partners SL is currently preparing a proposal for an upcoming transport sector consultancy assignment in Turkey, financed by the European Bank for Reconstruction and Development (EBRD). We are seeking a qualified Transport Economist-Traffic Modeller to join our expert team for this comprehensive due diligence initiative.

The assignment focuses on evaluating urban rail system extensions to ensure they meet international financial, technical, and sustainability standards. The successful expert will play a critical role in updating transport models, conducting economic appraisals, and supporting the overall feasibility assessment of the project.

Aninver is preparing a proposal for this assignment. The selected expert will be part of the proposed team; the engagement is conditional on the contract being awarded to Aninver. The full Terms of Reference for the position are shared with shortlisted candidates.

Objectives of the assignment

• Review and verify the technical feasibility, engineering designs, and operational plans of the proposed metro extensions.
• Assess procurement strategies, cost estimates, tender documents, and contractual frameworks in accordance with multilateral development bank rules.
• Evaluate the financial viability, institutional capacity, and financial management systems of the project promoter and operating company.
• Conduct traffic and demand analyses to support accurate forecasting and multimodal integration planning for the urban rail system.

Scope of work

• Review existing feasibility studies, preliminary and detailed engineering designs, civil works, and rolling stock requirements.
• Review and update transport and traffic models, passenger demand forecasts, station capacity analyses, and multimodal integration plans.
• Evaluate procurement strategies, implementation schedules, cost estimates, and tender documents.
• Conduct financial appraisal of the project promoter and operator, reviewing capital and operating expenditure estimates and tariff policies.
• Conduct environmental and social due diligence in compliance with EBRD requirements and national legislation.
• Evaluate climate change mitigation and adaptation, Paris Agreement alignment, and Green Cities criteria.
• Assess gender impacts, occupational health and safety management, labor standards, and universal accessibility.

Your role as Transport Economist-Traffic Modeller

• Lead the review and update of existing transport and traffic models for the urban rail system extensions.
• Perform detailed passenger demand forecasting and station capacity analyses.
• Develop and execute economic and financial appraisals for the proposed metro line extensions.
• Evaluate tariff policies, subsidies, and financial sustainability associated with the transport operations.
• Contribute to multimodal integration planning and evaluate transport network connectivity.
• Collaborate closely with local municipal authorities, operating enterprises, and the international donor project team.
• Prepare comprehensive economic and traffic sections of the due diligence reports.

Requirements

• Education: B.Sc. degree in transport planning, economics or similar
• Languages: Fluent in English

Desirable

• Preferred minimum of 10 years' experience in planning, feasibility and/or design of urban transport systems, preferably including in the region or international
• Experience in preferably minimum 2 similar assignments (feasibility or due diligence study of urban rail systems)
• Previous professional experience in Turkey or the wider region.
• Familiarity with EBRD or other international financial institution policies and due diligence procedures.

An experienced Transport Economist and Traffic Modeller with a strong background in urban rail feasibility studies, international due diligence, and transport demand forecasting in developing or transition markets.
