Urban Regeneration/ Land Value Capture Specialist – Turkey

Aninver Development Partners SL (www.aninver.com) is looking for a Urban Regeneration/ Land Value Capture Specialist for a transport, engineering consultancy assignment financed by EBRD in Turkey.

Aninver Development Partners is currently preparing a proposal for an upcoming consultancy assignment in Turkey, financed by the European Bank for Reconstruction and Development (EBRD). The project focuses on comprehensive due diligence for urban transport and rail network expansions, evaluating technical, financial, and institutional dimensions to ensure alignment with international standards.

We are looking for a dedicated Urban Regeneration/ Land Value Capture Specialist to join our multidisciplinary team. The expert will play a critical role in assessing transit-oriented development opportunities, land value capture mechanisms, and urban regeneration frameworks associated with major urban rail systems in Turkey.

Aninver is preparing a proposal for this assignment. The selected expert will be part of the proposed team; the engagement is conditional on the contract being awarded to Aninver. The full Terms of Reference for the position are shared with shortlisted candidates.

Objectives of the assignment

• Conduct comprehensive due diligence on urban development and land value capture schemes linked to urban rail extensions.
• Evaluate potential transit-oriented development opportunities to enhance financial sustainability and municipal revenues.
• Review existing planning frameworks, real estate feasibility studies, and spatial integration plans.
• Collaborate with international experts, municipal authorities, and the EBRD project team to deliver high-quality analytical outputs.

Scope of work

• Review and verify existing urban planning, zoning, and real estate development documentation.
• Assess the feasibility of land value capture (LVC) instruments along proposed transport corridors.
• Evaluate transit-oriented development (TOD) potential around new station areas.
• Analyze regulatory and institutional frameworks affecting land acquisition, urban regeneration, and property development.
• Contribute to financial and economic assessments by integrating land-based financing projections.
• Prepare comprehensive due diligence reports and action plans in compliance with international financial institution standards.

Your role as Urban Regeneration/ Land Value Capture Specialist

• Lead the assessment of urban regeneration and land value capture mechanisms for the transport infrastructure project.
• Analyze spatial plans, zoning regulations, and real estate market conditions along the proposed metro extension corridors.
• Identify and evaluate commercial and real estate development opportunities around station areas to support project financing.
• Formulate practical recommendations for implementing land value capture instruments and transit-oriented development strategies.
• Coordinate closely with municipal authorities, transport planners, and financial experts to integrate urban development findings into the overall due diligence report.
• Draft relevant sections of the technical proposal and final due diligence deliverables.

Requirements

• Education: B.Sc. degree in urban planning, management or similar
• Languages: Fluent in English

Desirable

• Preferred minimum of 10 years' experience in planning, feasibility and/or design of urban development and real estate schemes, preferably including transit-oriented development
• Experience in preferably minimum 2 similar assignments (study of urban regeneration/LVC related to urban rail systems)
• Familiarity with EBRD policies and international financial institution due diligence procedures.
• Previous working experience in Turkey or the wider region on urban rail transport projects.
• Proficiency in Turkish language.

An experienced urban planner with a strong background in transit-oriented development and land value capture, eager to contribute to major rail infrastructure due diligence in Turkey.
