Aninver Development Partners SL (www.aninver.com) is looking for a Urban Transport/Sustainable Mobility Expert (in the context of Accessibility and Inclusion Assessment) for a transport, engineering consultancy assignment financed by EBRD in Turkey.

Aninver Development Partners SL is preparing a proposal for a comprehensive due diligence assignment funded by the European Bank for Reconstruction and Development (EBRD) in Turkey. The initiative focuses on evaluating major urban rail transit network extensions to ensure technical, environmental, social, and financial viability in alignment with international standards.

To strengthen our expert team for this critical transport and engineering sector project, we are seeking a qualified Urban Transport/Sustainable Mobility Expert. The successful candidate will play a pivotal role in assessing accessibility, inclusion, and multimodal integration aspects of the urban transport infrastructure.

Aninver is preparing a proposal for this assignment. The selected expert will be part of the proposed team; the engagement is conditional on the contract being awarded to Aninver. The full Terms of Reference for the position are shared with shortlisted candidates.

Objectives of the assignment

• Review and verify the technical feasibility, engineering designs, and operational plans of the proposed urban transport extensions.
• Evaluate accessibility and inclusion dimensions, including universal access and first-mile/last-mile connectivity.
• Assess multimodal integration plans, passenger demand forecasts, and station capacity analyses.
• Ensure all sustainable mobility components comply with EBRD requirements and international best practices.

Scope of work

• Review existing feasibility studies, preliminary and detailed engineering designs related to urban transport and public transit systems.
• Review and update transport and traffic models, passenger demand forecasts, and station capacity analyses.
• Evaluate multimodal integration plans connecting the metro extensions with surface public transport networks.
• Assess universal accessibility and inclusion aspects of the infrastructure and operational plans.
• Contribute to the environmental and social due diligence reports in alignment with EBRD policies.

Your role as Urban Transport/Sustainable Mobility Expert (in the context of Accessibility and Inclusion Assessment)

• Lead the assessment of urban transport, public transport, and sustainable mobility components of the project.
• Conduct accessibility and inclusion assessments, focusing on universal access and first-mile/last-mile connectivity.
• Analyze station accessibility, pedestrian flows, and multimodal integration with existing urban transport networks.
• Evaluate traffic and demand analysis data alongside station capacity metrics.
• Collaborate with engineering, environmental, and social specialists to ensure cohesive project due diligence.
• Contribute to project reporting, action plans, and stakeholder engagement deliverables.

Requirements

• Education: BSc or MSc degree in Transport Planning, Urban Planning or a related field
• Minimum 5 years of experience in urban transport, public transport and sustainable mobility projects
• Demonstrated experience in accessibility and inclusion assessments or project implementation, including universal access and first-mile/last-mile connectivity
• Languages: Fluent in English. Fluency in Turkish would be preferable

Desirable

• Fluency in Turkish.
• Previous professional experience working on donor-funded infrastructure projects in Turkey.

An experienced urban transport and sustainable mobility professional with a strong background in accessibility assessments and public transport integration, eager to contribute to high-impact rail infrastructure projects in Turkey.
