Exercise of construction supervision during the execution of construction works for "SECONDARY SEWERAGE NETWORK FOR RAINWATER WATERS IN PART OF "OMURTAG" STREET FROM O.T. 139 TO O.T. 137, STROEWO VILLAGE, "MARITSA" MUNICIPALITY"

The scope of the public procurement includes the exercise of construction supervision in construction in accordance with Art. 168, para. 2 of the Spatial Development Act (ZUT) and the performance of all necessary actions to obtain the Use Permit for the object, as well as the preparation of a technical passport and a final report. The subject of the procurement is a service - the exercise of construction supervision and control during the execution of construction works. The person exercising construction supervision must: 1. Exercise continuous construction supervision over the execution of construction works and the compliance of the ongoing construction with legal requirements, construction rules and regulations; technical, technological, sanitary-hygienic, environmental, and fire safety requirements; provisions of the investment project, and the construction works contract. 2. Coordinate the construction process until the issuance of the Use Permit. 3. Control, report, and certify the type of construction works performed on sub-objects, verify compliance, and sign the quantity surveys submitted by the Contractor for the performed construction works, and ensure their handover to the Contracting Authority. 4. Ensure the preparation of acts and protocols in accordance with the requirements of Ordinance No. 3 of 31.07.2003 on the preparation of acts and protocols during construction. 5. Ensure compliance with labor safety conditions in accordance with the Law on Healthy and Safe Working Conditions, Ordinance No. 2 of 22.03.2004 on the minimum requirements for healthy and safe working conditions during construction and installation works, and other normative acts regulating this matter. 6. Exercise environmental protection control during the execution of construction and installation activities in accordance with the Law on Environmental Protection and the Law on Waste Management and their ordinances. 7. Control the compliance of materials and products used with the requirements of the Ordinance on Essential Requirements and Assessment of Conformity of Construction Products. 8. Ensure the undertaking of all necessary measures to prevent damage to third parties and properties as a result of the construction. 9. Verify and sign all interim and final acts and protocols issued during construction and necessary for assessing the quality of the performed works. 10. Issue instructions for the accurate and quality execution of construction and installation activities and make decisions on technical issues that do not alter the technical projects. 11. Discuss emerging problems related to construction works with the designers and construction and installation contractors and inform the Contracting Authority and the State Commission for Construction Supervision (DNСК) of any violation of construction regulations within three days of the violation. 12. Before authorizing the commencement of construction works, conduct an inspection and verify the compliance of the object with the approved project, the building permit, and the protocol for determining the building line and level. 13. Inform the Contracting Authority of all deficiencies and potential problems identified during the preparation of the documentation and the site. 14. Inspect construction works and verify that the execution complies with the specifications and project technical documentation. 15. Monitor the progress of works by comparing the current progress with the approved program and, if the works are lagging behind the program, require the contractor to take appropriate measures to improve the work progress. 16. Control the execution of the contractor's work plans. 17. Take possible actions to protect the interests of the Contracting Authority and manage all adverse events or circumstances that may arise, in such a way as to minimize unforeseen costs and interruptions or delays in the progress of works. 18.
