„Delivery of laboratory reagents and consumables for the needs of NMTH "Tsar Boris III" - Invitation No. 1 - delivery of laboratory reagents and specific consumables intended for specific apparatus /closed systems for the respective equipment”

INVITATION № 1 to participate in a restricted procedure/RP/, based on Art. 86 of the Public Procurement Act (PPA), in connection with an established Dynamic Purchasing System (DPS), with UIC in the RPP № T547540 and subject "Delivery of laboratory reagents and consumables for the needs of NMTH "Tsar Boris III". The laboratory reagents and consumables, subject of the present restricted procedure, are grouped into 16 nomenclature units, which contain different types of items /sub-nomenclatures/, as indicated in the Technical Specification - excel format /Annex №1 /, an integral part of the invitation. Wherever standards are mentioned in the Technical Specification, they shall be read and understood as "or equivalent". Participants must submit an offer including all items /sub-nomenclatures/ - complexity of the proposal. Participants may submit an offer for one or more nomenclature units. Variants of offers are not allowed. The parameters of the laboratory reagents and specific consumables are described in detail in the Technical Specification - excel format /Annex № 1/. Section II /"Technical Specification in word format"/ of the invitation specifies the requirements for the medical devices - laboratory reagents and consumables. The quantities indicated in the technical specification for the individual nomenclature units are forecast, and do not create obligations for the Contracting Authority to award them in full. The actual performance of the public procurement will be determined based on actual needs and financial coverage. The Contracting Authority may order larger quantities of laboratory reagents and specific consumables from one or more sub-nomenclatures of the nomenclature units, but only within the total value of the contract. The Contracting Authority may order, within the total value of the contract, the delivery of specific consumables for the apparatus that are not included in the Technical Specification, but which mediate their functioning and are in fulfillment of the subject of the contract. The estimated value of the procurement is EUR 399,100.00 excluding VAT. The estimated values of the nomenclature units are indicated in the Technical Specification /Annex №1/, and are the maximum financial resource allocated by the Contracting Authority for the execution of the procurement. Participants who submit offers exceeding the allocated financial resource will be excluded from the procedure. The public procurement will be awarded based on the award criterion "lowest price". "Lowest price" shall mean the lowest offered total value excluding VAT for each nomenclature unit. Ranking will be done separately for each nomenclature unit. The Contracting Authority concludes one contract for all nomenclature units from the technical specification for which the respective participant is ranked first. The term of the contracts to be concluded based on the present restricted procedure is 24 months. The performance security of the contract is 1% of the total value of the contract excluding VAT. In the present restricted procedure, the Contracting Authority applies the procedure under Art. 33a of the Ordinance on the Implementation of the Public Procurement Act, whereby the technical and price proposals of the participants will be opened simultaneously.
