Selection of a contractor for construction and installation works for the reconstruction and renovation of the Botanical Garden under project №BG16FFPR003-1.001-0004 “Reconstruction and renovation of ‘Lovenden Dom’ Park and Botanical Garden and development of a tourism marketing strategy”

The subject of the public procurement is: “Selection of a contractor for construction and installation works for the reconstruction and renovation of the Botanical Garden under project №BG16FFPR003-1.001-0004 ‘Reconstruction and renovation of ‘Lovenden Dom’ Park and Botanical Garden and development of a tourism marketing strategy’, under procedure №BG16FFPR003-1.001 ‘Support for integrated urban development in the 10 urban municipalities – main growth centers’ under the ‘Regions Development’ Programme 2021-2027”, with the full scope of activities being in accordance with the Technical Specification, an appendix to the tender documentation. The construction category is III, according to Art. 137, para. 1, item 3, letter “e” of the Spatial Development Act (ZUT) and based on Art. 6, para. 6 of Ordinance №1 on the nomenclature of construction types. The builder (natural or legal person possessing the relevant competence) performs construction and installation works in accordance with the approved investment projects in all parts, the issued construction permits, the contractor’s proposal for the execution of the contract, the contract terms, and all regulatory acts governing the activities during the execution of construction and installation works. Brief description of the subject of this public procurement: The execution of this public procurement does not involve a change in the park’s function, its built-up area, new construction, or changes to its connections with the street network (existing ones will be formalized and secured) or the incoming and outgoing underground and aboveground infrastructure. Regulatory boundaries are not changed – the alley network is consistent with these boundaries. The park area can be conditionally divided into the following zones: A. Central zone – monumental – Monument with seating areas; – Children’s playgrounds; B. Natural zone: – Park (forest) areas with walking paths; – Recreational and educational routes; C. Rose garden (former): – Children’s playgrounds: – Sports fields; – Recreation and sunbathing areas. The entrances, parking spaces, routes of the main alleys, locations of the main attractions, children’s playgrounds, and sports areas are preserved. An irrigation system is to be installed in the park, the surfaces of the main alleys, children’s playgrounds, park furniture, and lighting are to be repaired, and new alleys are to be built along the routes of pedestrian traffic that have become established over time and are not served by the alley network. The locations of the entrances and parking spaces used by visitors until now are preserved, with two parking spaces for people with mobility impairments to be created at the highest point of the pedestrian route near the specialized zone with a panoramic view. The construction of three decking areas with a total area of 101 m2 is planned in the highest pedestrian point, furnished with sunbathing areas. Details and geometry of the area are provided in the graphical part. The children’s playgrounds near the “Planetarium” will be completely renovated, expanded, and modernized with new equipment made of acacia wood (Robinia pseudoaccacia), fenced in accordance with Ordinance №1 of January 12, 2009, on the conditions and procedures for the construction and safety of playgrounds, and secured with impact-absorbing self-leveling rubber flooring in attractive color combinations according to individual designs submitted for each playground in the graphical part.
