Preparation and delivery of food for direct consumption based on preliminary orders for persons using community social services and for children from kindergartens in the settlements of Tundzha Municipality

This public procurement under Lot No. 1 is awarded with a view to fulfilling the obligations of Tundzha Municipality to provide food and its delivery to persons using community social services and to children from kindergartens located within the municipality. The deliveries of the prepared food are carried out by the Contractor's transport to the designated sites (points) indicated in Section I.1, item 3 of the Technical Specifications as follows: - by 12:00 PM at the respective delivery points for food for persons using community social services; - by 09:00 AM for food delivery for children from kindergartens at the respective points in the settlements of Tundzha Municipality. The total estimated number of users using community social services is 78, as well as an additional 70 users, provided as an option under Art. 21, para. 1 of the Public Procurement Act. The estimated number of portions for 78 users for the period 01.01.2027 - 31.12.2027 is 23,930 portions, as well as an option provided under Art. 21, para. 1 of the Public Procurement Act for the additional award of preparation and delivery of food for 70 users, with an estimated number of portions - 25,550 portions. The total estimated number of children from kindergartens in the settlements of Tundzha Municipality is 517, including 43 children in nursery groups at kindergartens. The estimated number of portions for 517 children for the period 01.01.2027 - 31.12.2027 is 128,733 portions. When preparing the food, the Contractor shall comply with the mandatory hygiene requirements within the meaning of Ordinance No. 14 of December 9, 2021, on food hygiene, issued by the Minister of Agriculture, Food and Forestry and the Minister of Health; The delivery of food for persons using community social services shall include for one person per day a minimum of: soup - 300 g and main course - 250 g, one of which must be meat; The delivery of food for persons accommodated in the Shelter for Homeless Persons and Families, located in the village of Skalitsa, Tundzha Municipality, with a three-meal regimen, shall include for one person per day a minimum of: morning breakfast (incl. drink), lunch (soup - 300 g, main course - 250 g, one of which must be meat, bread - up to 100 g and dessert); dinner (main course - 250 g, bread - up to 100 g and dessert); The delivery of food for children from kindergartens in the settlements of Tundzha Municipality with a four-meal regimen includes: morning breakfast (incl. drink), lunch (soup, main course, bread, incl. whole wheat, and dessert), two supplementary snacks - before and after lunch, one of which must include a drink (milk and/or ayran and/or other drink for one child); This public procurement is for awarding services under Annex No. 2 of the Public Procurement Act. The Contracting Authority declares this public procurement procedure for awarding contracts on the basis of Art. 18, para. 1, item 1 of the Public Procurement Act. For conditions not regulated in the instructions and tender documents regarding the procedure, the provisions of the Public Procurement Act and subordinate normative acts, as well as applicable national and international normative acts, in accordance with the subject of the procurement, shall apply. The subject of the public procurement is a 'service' within the meaning of Art. 3, para. 1, item 3 of the Public Procurement Act - 'provision of services'. The subject of this public procurement includes services that fall within the scope of Art. 3, para. 1, item 4 of Ordinance No. N-1 of 23.07.2024 on environmental requirements for certain products, subject of public procurement.
