“Appointment of a contractor for road safety impact assessment of sites: Aytos bypass and Karnobat bypass”

The purpose of the public procurement is to appoint a contractor and conclude a contract with them for conducting a road safety impact assessment of the Aytos bypass and the Karnobat bypass, in accordance with regulatory requirements and observing the agreed deadlines. In connection with correspondence with institutions representing the local authorities in the territory of Burgas region, regarding the construction of bypass roads for the settlements of Aytos and Karnobat, with a view to planning investment intentions of the Road Infrastructure Agency (RIA) and more specifically, the investigation and proof of the necessity for subsequent actions to construct the Aytos bypass and the Karnobat bypass, and in accordance with the requirements of Directive (EU) 2019/1936 of the European Parliament and of the Council of 23 October 2019 amending Directive 2008/96/EC on the management of road infrastructure safety, Article 36b of the Road Act and the Ordinance on procedures for road infrastructure safety management, it was deemed expedient for the RIA to commission a road safety impact assessment for the aforementioned sites. The construction of the Aytos bypass and the Karnobat bypass will divert traffic from the two cities, restrict the movement of heavy goods vehicles within the cities, thereby achieving safety and security for all road users and reducing road traffic accidents (RTAs). This is the reason why the RIA, as the manager of the republican road network, strives for its development and improvement of its functionalities and operational qualities. In this regard, the most commonly used methods for economic evaluation and measurement of the effectiveness of new construction projects in transport infrastructure is the 'cost-benefit' analysis - key for defining and prioritizing the objectives of transport policy. By conducting the road safety assessment, the RIA will be presented with various alternatives for the realization of new routes for the Aytos bypass and the Karnobat bypass, both as variant solutions for situational passage, options for different dimensions, as well as for economic efficiency and comparison of investments. *Note: A detailed description of the subject of the public procurement is provided in the Design Brief (Appendix A), attached to the public procurement documentation!
