Original language: bgЦелта на обществената поръчка е да бъде определен изпълнител и да се сключи договор с него за извършване на оценка на въздействието върху пътната безопасност на обходен път на гр. Айтос и на обходен път на гр. Карнобат, в съответствие с нормативните изисквания и при спазване на договорените срокове. Във връзка с проведена кореспонденция с институции, представляващи местната власт на територията на област Бургас, по повод изграждането на обходни пътища на населените места Айтос и Карнобат, с оглед планиране на инвестиционни намерения на АПИ и по-конкретно обследване и доказване на необходимостта за последващо предприемане на действия по изграждане на обходен път на гр. Айтос и на обходен път на гр. Карнобат, и съобразно изискванията на Директива (ЕС) 2019/1936 на Европейския парламент и на Съвета от 23 октомври 2019 г. за изменение на Директива 2008/96/ЕО относно управлението на безопасността на пътните инфраструктури, чл. 36б от Закона за пътищата и Наредба за процедурите за управление на безопасността на пътната инфраструктура, бе отчетено за целесъобразно АПИ да възложи извършване на оценка на въздействието върху пътната безопасност за горецитираните обекти.Изграждането на обходен път на гр. Айтос и на обходен път на гр. Карнобат ще изведе трафика от двата града, ще ограничи движението на тежкотоварните превозни средства в градовете, с което ще се постигне безопасност и сигурност на всички участници в движението и намаляване на пътно - транспортните произшествия (ПТП). Това е причината АПИ, като стопанин на републиканската пътна мрежа, да се стреми към нейното развитие и подобряване на функционалностите и експлоатационните ѝ качества. В тази връзка, най-често използваните методи за икономическа оценка и измерване на ефективността на обекти – ново строителство в транспортната инфраструктура е анализ „разходи-ползи“ - ключов за дефиниране и приоритизиране на целите на транспортната политика. Чрез извършване на оценката на пътната безопасност, пред АПИ ще се изложат различни алтернативи за реализация на нови трасета за обходен път на гр. Айтос и на обходен път на гр.
