“Execution of activities for cleaning identified irregular pollution and pollution due to emergency situations on municipal land within the territory of Aksakovo Municipality“

1. Description of the subject of the order The subject of the order includes the cleaning of identified irregular pollution on properties – municipal property from bulky, construction, vegetation, and other waste, and ensuring the flow of ditches/rivers within the regulated areas of the settlements. The pollution may be a consequence of anthropogenic activity, as well as occur as a result of natural phenomena or emergencies, disasters, and catastrophes. The activities covered by the award include cleaning, loading of waste and/or sediment, and their transportation to the "Regional landfill for non-hazardous waste for the municipalities of Varna, Aksakovo and Beloslav", in the village of Vŭglen, or to a specially designated site within the territory of Aksakovo municipality, as well as landscaping of the cleaned areas if necessary, including covering with clean soil. 2. Quantity and volume Numerous illegally formed small dumps arise within the year. Some of them are on municipal land, and are therefore subject to cleaning. As a result of heavy rainfall and a large amount of sediment, blockages of ditch/riverbeds occur in sections within the regulated areas of settlements. Emergency situations due to unforeseen events (heavy rainfall, overflowing rivers and ditches, etc.), for which the municipality has an obligation to clean up. The service includes cleaning, loading of waste and/or sediment, and transportation to the "Regional landfill for non-hazardous waste for the municipalities of Varna, Aksakovo and Beloslav", in the village of Vŭglen. In case the waste is bulky or end-of-life tires, it is transported to a specially designated site within the territory of Aksakovo municipality. It may be necessary to level the terrain and cover it with clean soil in order to restore the area. Description of the main activities required for the performance of the service: - transportation of waste to the landfill; - transportation of clean soil to the covering site; - service with a combined backhoe loader; - service with a bulldozer; - manual cleaning of waste; - manual loading of waste. The specific types of activities to be performed, listed above, will be assigned separately for each pollution, after a preliminary inspection by representatives of the Aksakovo municipal administration and the Contractor, and a subsequent assignment letter from Aksakovo Municipality. The contracting authority does not undertake to ensure a certain volume of activities for the period of the order. Each activity will be assigned separately. The costs of transport from the Contractor's base/garage to the settlement for cleaning are borne by the Contractor. Aksakovo Municipality will pay the costs of transport from the settlement for servicing to the "Regional landfill for non-hazardous waste for the municipalities of Varna, Aksakovo and Beloslav", in the village of Vŭglen/ special site and between settlements within the territory of Aksakovo municipality, in cases of cleaning in several settlements. If clean soil needs to be delivered, the Contracting Authority pays the cost from the base/storage site to the respective covering location. The contracting authority and the Contractor will agree in advance on a route, which is mandatory for travel, and a place for handover of waste – landfill or specialized site. Transport costs are paid only for the agreed route, and the Contracting Authority is not responsible if the Contractor deviates from it. Costs of transport from the landfill/site to the Contractor's base/garage are borne by the Contractor.
