Selection of a contractor for winter maintenance and snow removal of the municipal road network and settlements in Velingrad Municipality /excluding the republican road network in settlements/ and republican roads within the town of Velingrad

Continued from section Description(BT-24-Procedure): 2. Winter maintenance and snow removal of republican roads within the town of Velingrad. The selected contractor shall perform all activities provided for in "Ordinance No. RD-02-20-19 of November 12, 2012 on the maintenance and current repair of roads" - Part IV "Winter Maintenance" - snow removal, sanding, maintenance, etc., of the carriageway(s) of the Republican roads within the town of Velingrad, distributed by directions, roads and kilometers /according to list - table No. 2/, with execution carried out regularly throughout the entire winter season, fixed by the contract for the execution of the order. The organization of winter maintenance activities on republican roads within the town of Velingrad is carried out by the selected contractor, and the control over execution is carried out by Velingrad Municipality. The execution of winter maintenance activities shall be carried out in such a way as to ensure safe conditions for the movement of motor vehicles, equivalent to those outside the settlements. The selected contractor shall, within 14 (fourteen) days from the date of the contract, prepare and submit for approval by the CONTRACTOR an Operational Plan for winter maintenance and snow removal, as well as schemes for work routes, equipment and drivers for each direction and a permanent contact telephone number for the drivers. The documents come into force after their approval by the Contractor. If necessary, they can be updated in the same order. The selected contractor shall perform the assigned order in a timely and quality manner, ensuring normal passability and safe operation of the Republican roads within the town of Velingrad included in the order. The selected contractor shall carry out: 1. Preparatory work: preparation of operational plans for winter maintenance for the contract period, technical inspections of machinery and equipment, ensuring necessary materials, etc.; 2. Maintenance of specialized equipment for the execution of the order at its own expense in good technical condition for the entire period of execution of the order; 3. Round-the-clock duty of personnel and equipment during the winter season; 4. Independent provision of data and forecasts on the weather situation in order to ensure the organization for the execution of the order; 5. Provision of a support point for the execution of the order; 6. Collection and transfer at its own expense of information on the condition of the road network during the winter season; submission of information to the duty officers of the Permanent Commission for the Protection of the Population in Disasters, Accidents and Catastrophes; 7. Snow removal (patrol and periodic) of roads until the relevant degrees and level of winter maintenance are achieved, 8. Clearing of snowdrifts, banks and snowdrifts; 9. Removal of compacted snow and ice layers, frost and slush; 10. Securing roads against slipping: delivery and spreading of mineral materials; 11. Crossing snowdrifts on the embankment for normal drainage of water from the roadway; 12. Stopping and diverting traffic during disasters and accidents in the winter season; 13. Towing of stranded vehicles; 14. And all activities provided for in ORDINANCE No. RD-02-20-19 of 12.11.2012 on the maintenance and current repair of roads - Section IV "Winter Maintenance". The selected contractor shall carry out its winter maintenance and snow removal activities while preserving the integrity of the road surfaces as much as possible. The selected contractor shall restore any damage to the road infrastructure caused during the execution of the order at its own expense. The selected contractor shall not use heavy tracked equipment for the execution of the order. The use of such equipment may only occur in exceptional circumstances of an emergency or disaster nature, only after prior approval from the CONTRACTOR.
