Winter maintenance of the street road network, sidewalk surfaces, pedestrian areas within the territory of Yambol Municipality

The subject of the public procurement is "Winter maintenance of the street road network, sidewalk surfaces, pedestrian areas within the territory of Yambol Municipality". The public procurement covers a set of activities aimed at ensuring normal passage and safe conditions for the movement of road transport and pedestrians during the winter period. Special attention is paid to sections with intensive traffic, steep gradients, and increased risk of icing. The main activities include mechanical cleaning of roadways from snow and ice, anti-icing treatment by spreading a mixture of sand and salt, manual and mechanical cleaning of sidewalk surfaces, pedestrian areas, bus stops, and other public places, treatment with sand and de-icing materials, loading and removal of snow and ice, as well as ensuring operational duty of the necessary equipment and personnel. Activities are carried out with priority service for bus transport routes and main transport directions, according to the Technical Specification. The execution period is 24 months from the date of contract conclusion or until the maximum financial value is reached, whichever event occurs first. Operational duty is carried out annually from November 15 to March 15 inclusive. The estimated value of the public procurement is 332,339.00 euros excluding VAT for the entire two-year period and represents the maximum financial resource for the execution of the contract. The awarding and payment of activities are based on the nine unit prices proposed by the selected contractor, according to the actually performed and accepted quantities. The unit prices include all execution costs. Their numerical sum is for informational purposes and does not represent the total price for the procurement. Operational duty is paid for the actually provided and accepted days, with days of operational snow removal work not being counted as duty. The public procurement is awarded based on the criterion "optimal quality/price ratio" under art. 70, para. 2, item 3 of the Public Procurement Act, with indicators "Proposed unit prices" – 60 points and "Response time" – 40 points. The performance guarantee is 2% of the maximum contract value excluding VAT, or 6,646.78 euros. The full scope of activities, technical requirements, and contractor obligations are defined in the Technical Specification and the draft contract, an integral part of the public procurement documentation. Financing will be provided from the budget of Yambol Municipality.
