“Exercising construction supervision during the execution of construction and assembly works for the sites of the Rakitovo municipality”

Administrative tasks • assisting the Contracting Authority in obtaining the necessary permits and approvals for the execution of the site, if they are not available; • informing the Contracting Authority about the progress of construction, through regular reports and organizing information meetings and on-site visits to the site; • Providing the Contracting Authority, upon completion of the contract, with all primary documents and received materials that have been collected and prepared by it during and in connection with the execution of the contract and the construction contract; • Informing the Contracting Authority and the Contractor of the Construction Contract about all potential problems that arise and may arise during construction, by presenting adequate solutions for them; • Notifying the Contracting Authority in writing of the suspension of the contract due to force majeure; • Ensuring the constant presence on site of specialists in the relevant parts, depending on the construction and assembly works being carried out; • At all times, the Contractor shall perform its duties impartially and loyally, and shall be a trusted advisor to the Contracting Authority in accordance with the principles of professional ethics; • Ensuring access for on-site inspections and audits; • Implementation of measures and recommendations contained in the on-site inspection reports. Specific tasks for each activity are indicated in the Technical Specification, available in the buyer's profile of the Rakitovo municipality. The Contractor's work will be reported by preparing and submitting reports on the performed activity. The Contractor prepares and submits reports to the Contracting Authority, the format of which is agreed with it. For the period of project implementation, the Contractor shall prepare and submit interim reports on the service performed, after the completion of each construction stage, proving the suitability for acceptance of the respective construction stage. Within 10 (ten) days of the completion of each construction stage and the presentation of the results of tests and measurements performed, the Consultant prepares and submits to the Contracting Authority an interim report containing the following information: description of the construction execution contracts, construction documents, as-built documentation and acts and protocols drawn up during construction, documentation from the site's construction file (acts, protocols, logs, declarations of performance characteristics/declarations of characteristics of the construction product of the construction products used and other documents required by the relevant normative act), as well as those for conducted tests, measurements, etc., proving the correctness of execution, etc.; data from the on-site inspection and surrounding area (has it been restored to its state when the construction site was opened), including a description of the construction and any unfinished, incomplete or poorly executed works, which must be rectified before submitting the application for a permit for use/certificate of commissioning. The Consultant prepares the aforementioned reports in Bulgarian in 3 (three) identical copies on paper, as well as 1 copy on electronic media (CD). The Contracting Authority presents its opinion on the submitted reports to the Contractor within 10 (ten) days. In the event that the Contracting Authority does not provide its comments within this period, the reports are considered approved by it. The corrected versions of the reports, after discussion and if necessary, must be submitted by the Contractor within the period specified by the Contracting Authority after receiving the opinion.
