Предметът на обществената поръчка за обособена позиция №1 е свързан с осъществяването на консултантска дейност свързана с оценка на съответствието на инвестиционния проект и упражняване на строителен надзор, по смисъла на Закона за устройство на територията (ЗУТ) и нормативните документи по неговото приложение, и е във връзка с кандидатстването и изпълнението на Концепция за интегрирани териториални инвестиции – 2, „Интегрирана подкрепа за развитие на здравни, социални и образователни услуги“, дейност „Разкриване на общностен център за ранно детско развитие (ОЦРДР) в гр. Свищов с 30 места“ по Програма „Развитие на регионите 2021-2027“. Предмета на обществената поръчка за Обособена позиция №1 включва: Дейност 1: Оценка на съответствието на всички части на инвестиционния проект със съществените изисквания към строежите по чл.169 от Закона за устройство на територията (ЗУТ), и изработване на комплексен доклад за оценка на съответствието на проекта при спазването на изискванията по чл. 142, ал. 5 от ЗУТ за строежа, описан в обособената позиция. Дейност 2: Задължения на Изпълнителя, свързани с упражняване на функциите на строителен надзор на строежа по смисъла на ЗУТ, проверка и контрол на доставените и влагани в строежите строителни продукти, с които се осигурява изпълнението на основните изисквания към строежите в съответствие с изискванията на наредбата по чл. 9, ал. 2, т. 5 от Закона за техническите изисквания към продуктите и изпълняване на функциите на координатор по безопасност и здраве съгласно чл.5, ал.3 от Наредба №2 от 2004 г. за минималните изисквания за здравословни и безопасни условия на труд при извършване на строително-монтажните работи. Дейност 3: Съставяне на Техническия паспорт на строежа, преди въвеждането на новия строеж в експлоатация. Дейност 4: Изготвяне на Окончателен доклад до възложителя за въвеждане на строежа в експлоатация.
