Delivery of net electrical energy and selection of a balancing group coordinator for the Municipality of Venets

The subject of this public procurement is the delivery of net electrical energy and the selection of a balancing group coordinator for the Municipality of Venets. The public procurement aims to select an electricity supplier and a balancing group coordinator, in accordance with the provisions of the Rules for Trading with Electrical Energy (PTEE), by concluding a contract for combined services within the meaning of Art. 20 of PTEE, namely the purchase of electrical energy and payment for all services used by the contracting authority as an end customer: "access to the electricity transmission and/or distribution network", "transmission of electrical energy through the electricity transmission and/or distribution network" and "balancing responsibility", as well as settling relations regarding the payment of amounts due for network services for the relevant price period. The public procurement includes the delivery of net active electrical energy for all municipal facilities on the territory of the Municipality of Venets at freely negotiated prices; inclusion of the facilities in a standard balancing group, as an indirect member, with the Contractor as coordinator (the Contracting Authority will not pay a fee for participation in the balancing group), incl. provision of services for: forecasting electricity consumption, planning, ordering and balancing; preparation and submission of hourly daily schedules and their sending for administration of the information flow from the Electricity System Operator ("ESO" EAD); taking responsibility for balancing – the obligation to financially settle the differences between the quantity of electrical energy according to the registered schedule/consumption forecast and the actual consumption recorded by the commercial metering devices, or the difference between purchases and sales for a given settlement period, as well as all activities related to the Contracting Authority's participation in the liberalized electricity market. The public procurement includes the delivery of net active electrical energy for all municipal facilities on the territory of the Municipality of Venets, according to the list - Appendix No. 1 to the technical specification. For the duration of the public procurement contract concluded as a result of this procedure, the contracting authority foresees the possibility (right, but not obligation) to unilaterally award the delivery of additional quantities of net electrical energy and related services - "option for additional deliveries" to the contractor. The contracting authority reserves the right to award the option for additional deliveries in case of need for additional quantities of electrical energy due to the opening of new lots in the name of the contracting authority during the term of the contract. The contracting authority may exercise the right to the option for additional deliveries within the term of the public procurement contract concluded as a result of this procedure. Additional deliveries within the option are in the volume of up to 10% or up to EUR 21,550.00 excluding VAT (10% of the maximum permissible value excluding VAT, determined for electricity deliveries for facilities, according to the list - Appendix No. 1 to the technical specification). The actual value of the option may be lower than indicated and depends on the actual consumption of the contracting authority for the contract period, in case it is realized. The option also includes full administration of costs for access and transmission of electrical energy with the relevant licensed distribution network operator and with the Electricity System Operator (ESO), as well as settlement of financial relationships concerning network services for end customers, with the OEM. These costs are included in the above-mentioned value. The right to the option is exercised in cases of opening of new lot(s) in the name of the contracting authority for the purpose of realizing additional quantities of deliveries for the needs of the newly opened lot(s).
