Winter maintenance and preventive/current maintenance of municipal roads in the territory of Kyustendil Municipality

The subject of the public procurement covers 292.00 km of municipal roads, and together with the approaches to cemeteries, remote neighborhoods, and transformer substations, the total distance amounts to 372.30 km, according to List – Annex No. 1 to the documents. Activity No. 1: Winter maintenance. The organization of snow removal and gritting of the municipal road network is carried out depending on the degree and level of the respective section, as follows: • I – st degree level A – up to 7 cm. snow cover during snowfall and max. time for anti-skid measures on the roadway – 2 hours. Incl. municipal roads to the following populated places: Slokoshtitsa, Lozno, Skrinyano, Nikolichevtsi, Dvorishte, Zhilentsi. • II – nd degree level B - up to 7 cm. snow cover during snowfall and max. time for anti-skid measures on the roadway – 5 hours. Incl. municipal roads to the following populated places: Dolna Grashtitsa, Tavalichevo, Brestnitsa, Radlovtsi, Gramazhdan. • III – rd degree level G - up to 10 cm. snow cover during snowfall and max. time for anti-skid measures on the roadway – 8 - 12 hours. Incl. all other directions in the municipality. Winter maintenance includes the following activities: a) Execution of preparatory work provided for in the Operational Plan attached to the Technical Proposal of the participant. • Preparation, briefing, and other preliminary work to ensure the readiness of those responsible for collecting and transmitting information on the condition of municipal roads in order to ensure constant duty. • Organization and briefing of the winter snow removal teams for the IV class road network and equipping them with the necessary materials and tools. b) Activities related to preparation for winter maintenance and roads: • Road preparation; • Preparation of machines and equipment; • Ensuring the necessary materials; • Maintenance of specialized equipment for the execution of the order at its own expense in good technical condition for the entire period of execution of the order. c) Activities related to combating winter slipperiness on roads: • Provision of mineral materials or chemical substances for spreading. The type and volume of winter maintenance work are determined depending on the accepted level of winter maintenance for a given road. The main activities for winter maintenance include: • preparatory work: technical inspections of the machines and equipment declared for use, preparation of roads for operation in winter conditions, ensuring the necessary materials, etc.; • round-the-clock duty of personnel and equipment during the operating season; • independent provision of data and forecasts on the meteorological situation in order to ensure the organization for the execution of the order; • provision of points for the execution of the order; • collection and transmission at its own expense of information on the condition of the road network during the operating season; • snow protection of roads: construction, maintenance and installation of snow protection devices – permanent / roadside green belts, earth dikes, etc./, temporary / fences made of portable inventory shields/, as well as mowing of grassy areas, cutting of bushes, removal of materials and other objects within the road's scope that may contribute to the formation of snowdrifts; • snow removal (patrol and periodic) of roads until the respective degree and level of winter maintenance is achieved, clearing of snowdrifts and snow accumulations, and removal of compacted snow and ice layers; • securing roads against slipperiness: spreading of mineral materials or chemical substances; • crossing snow ridges on the shoulder for normal drainage of water from the roadway. Execution will be reported with daily and weekly reports. Activity No. 2: Preventive / Current Maintenance. Current maintenance aims to ensure proper water drainage, facilitate winter maintenance, and remove defects in the road surface. Activities are carried out only when necessary, based on a specific written Order Letter from the Contracting Authority.
