Предметът на настоящата поръчка е „Избор на доставчик на активна нетна електрическа енергия и координатор на балансираща група за ниско напрежение за нуждите на РЗОК - Добрич“. 1. Доставката на електрическа енергия трябва да бъде в съответствие с действащите нормативни документи: Закон за енергетиката (ЗЕ), Правилата за търговия с електрическа енергия (ПТЕЕ) и Правила за измерване на количеството електрическа енергия (ПИКЕЕ). По отношение на планирането и договарянето на конкретни количества нетна активна електрическа енергия се прилагат ПТЕЕ. 2. Изпълнението на предмета на поръчката включва извършването на следните основни дейности: 2.1. Доставка на необходимите количества нетна активна електрическа енергия на ниско напрежение, посочени в т. 2.4 на Техническите изисквания и спецификации, Приложение № 1 към настоящата документация, с възможни отклонения в положителна или отрицателна посока. Прогнозното количество електрическа енергия от 85 MWh за период от една година не задължава Възложителя да го потреби. Възложителят си запазва правото на промяна на потребяваното количество в зависимост от възникналата необходимост, като изпълнителят се задължава да достави нужното количество електроенергия за денонощие, за месец и за целия период на доставката. 2.2. Изготвяне на всички необходими документи за регистрация на обектите на Възложителя на свободния пазар на електроенергия и извършване пълната процедура по тяхната регистрация. 2.3. Включване на Възложителя като непряк член на балансиращата група на Изпълнителя съгласно “Правилата за търговия с електрическа енергия“(ПТЕЕ), без Възложителят да заплаща такса за регистрация и участие. 2.4. Енергиен мониторинг, прогнозиране потреблението на електрическа енергия на Възложителя и съставяне на почасови графици на потребление. Известяване (регистриране) на почасовите графици в MMS на ЕСО както и извършване на всички необходими дейности, свързани с участието на Възложителя на свободния пазар на електрическа енергия, съгласно ПТЕЕ, ЗЕ и ПИКЕЕ.
