Preparation and delivery of ready-to-eat meals for the needs of VMA - Hospital Sliven

The subject of this public procurement is a "service" within the meaning of Art. 3, para. 1, item 3 of the Public Procurement Act (PPA). The scope, volume and requirements for the execution of the public procurement are described in detail and regulated in the Technical Specification, PART 2 of the participation documentation. Performance of activities (services) for organizing daily meals for categories of eaters entitled to free meals: patients on diets; VMA personnel (on-duty and operational teams and those working under specific working conditions), described in detail by type, quantity and cost per meal day, according to the Technical Specification - Appendices No. 1, 1.1, 1.2-A and 1.2-B, 1.3 and 1.4, an integral part of the documentation. The organization of meals in the VMA hospital is carried out by catering - service and daily delivery of ready-to-eat hot meals in compliance with all regulatory provisions in the Republic of Bulgaria. Food preparation and deliveries are carried out daily - 3 (three) times a day according to a schedule determined by the Contracting Authority. The prepared food must meet the quantity, quality, caloric value and chemical composition for rational and dietary nutrition in accordance with the diets and recipe books approved by the Contracting Authority for hospital nutrition. The quantities indicated in the Technical Specification – Appendices No. 1.2-A and 1.2-B are indicative/forecast and do not oblige the Contracting Authority to fulfill them in full. The actual execution of the public procurement is determined based on patient admissions and the number of staff meeting the conditions of the Regulations and normative provisions of the Ministry of Defense (MoD), Ministry of Health (MoH), Council of Ministers (CoM), Labor Code (LC), orders of the VMA Chief, ORDINANCE No. H-1 of July 23, 2024, on the environmental requirements for certain products, subject of public procurement, as well as the financial resources for the execution of the procurement. In case of changes in the regulatory framework, as well as in case of elimination of the need to provide food to military personnel and civilian employees, including on the basis of Art. 3, para. 1 of Ordinance No. H-5/02.04.2015 on the conditions, procedure and norms for providing free food and invigorating drinks to military personnel and civilian employees of the MoD, structures directly subordinate to the Minister of Defense and the Bulgarian Army, and cadets in higher military schools in peacetime, as well as in case of staff/structural changes in VMA and its units in the country, the Contracting Authority reserves the right to notify the contractor in writing of the changes regarding the elimination of meal types, as well as to change the meal types. The subject of the public procurement includes the following activities: Daily preparation and delivery of ready-to-eat meals for patients and staff in the medical facility, according to the requirements, detailed in the Technical Specification, with an estimated total number of eaters per day - 93 people; Daily delivery of food for all categories of eaters in the medical facility, as described in detail in the Technical Specification - Appendix No. 1; Prepared food is delivered in individual disposable containers intended for food purposes, protected from unauthorized opening, meeting the requirements of ORDINANCE No. H-1 of July 23, 2024, on the environmental requirements for certain products, subject of public procurement; Daily delivery of ready-to-eat packaged foods: yogurt, bread, pastries, and others according to the diet (these must meet the requirements set out in Appendix No. 1 and ORDINANCE No. H-1 of July 23, 2024, on the environmental requirements for certain products, subject of public procurement); Daily collection of food samples in the volume of one full portion of the complete daily food set, at the contractor's expense and according to the Contracting Authority's instructions; Daily provision of food samples in the volume of one full portion of the complete daily food set for tasting, by persons designated by the Contracting Authority, at the contractor's expense.
