Provision of Specialized Financial/Accounting/Administrative Support Services for EKT

EKT, as a national-level electronic and physical infrastructure, has the institutional role of collecting, accumulating, organizing, documenting, disseminating inside and outside the country, and digitally preserving scientific, technological, and cultural information, content, and data produced in Greece. Additionally, EKT is the responsible body and National Authority of the Hellenic Statistical System for the collection, compilation, processing, and production of all data and indicators related to Research, Development, and Innovation (RDI) for the country, namely the official European statistics sent to Eurostat and other international bodies (OECD), as well as national statistics. Among other things, the statistics concern state and business R&D expenditures, specialized human resources, innovation performance, scientific publications by Greek entities in international journals, participation in national and European R&D projects, etc. The Financial and Administrative Services Department of EKT, within the framework of fulfilling its purpose, carries out a series of actions that include accounting, financial management, human resources, and administrative support for the institution. More specifically, the department is called upon to cover needs related to the financial management of an increased number of funded projects implemented simultaneously, many of which have a seven-figure budget and implementation timelines over the next two (2) years, EKT's turnover, executed budgets, and the specific legal framework governing EKT (tax, fiscal, etc.) as a General Government entity, etc. More specifically, the coverage of numerous activities is required, such as, but not limited to, the following:  Monitoring absorption and financial management of projects implemented by EKT, and producing the required reports and presentations for management in collaboration with the project scientific managers.  Contribution to the preparation of project budgets.  Harmonization with the new legislation N.1138/2020 (and all its relevant amendments) regarding “Electronic Books” through the myDATA digital platform (my Digital Accounting and Tax Application), the implementation of which is mandatory for businesses and professionals. This results in an increase in daily accounting tasks and obligations.  Covering the increasing payroll needs, due to both continuous changes in the framework of social security and tax obligations, and the planned increase in payroll staff and collaborators to cope with the obligations.  Accounting and tax support for EKT, preparation of financial statements, support for the preparation and monitoring of the annual budget and fiscal reports, compliance with PD 80/2016, support for all accounting agreements, as well as monitoring all tax and social security obligations, execution of all supporting accounting tasks. The subject of the contract is the “Provision of Specialized Financial, Accounting, and Administrative Support Services for EKT” to the National Documentation Centre & E-Content. The economic operator will be required to provide specialized financial, accounting, and administrative support services to the National Documentation Centre & E-Content, including monitoring the execution of project budgets by scientific managers and supporting all monthly and annual financial obligations of the Financial and Administrative Services Department.
