Предмет на обществената поръчка е контрол спрямо изпълнението на инвестиционни мерки за подобряване състоянието на част от водопроводната мрежа на гр. Плевен, както и предоставяне на консултации и експертни услуги на община Плевен, свързани с изпълнение на проекти, финансирани със средства от държавния бюджет, отнасящи се до подобряване състоянието на част от водопроводната мрежа на града. В обхвата на услугата се включва и предоставянето на експертни становища по различни казуси, възникнали във връзка с управлението на проектите от обхвата на поръчката и поставени от страна на община Плевен за целите на качествено и срочно изпълнение на инвестиционните намерения. Основни цели на обществената поръчка: Чрез възлагане на услугите от обхвата на настоящата процедура за възлагане на обществена поръчка община Плевен цели да постигне най-малко следното: Ефективен и ефикасен контрол върху изпълнението на строителството (извън този, осъществяван от консултанта по смисъла на ЗУТ), вкл. предоставяните и съставяни документи в хода на СМР; Адекватна реакция спрямо рискове, отнасящи се до навременно и качествено изпълнение на проектите; Гарантиране правилното изразходване и отчитане на средствата в рамките на проектите; Постигане целите и планираните резултати в рамките на отделните проекти; Отчетени проектни дейности в съответствие с приложимото действащо законодателство (закон за държавния бюджет за съответна година, както и относими към изпълнението на дейността подзаконови нормативни актове); Получаване на експертни становища по казуси, пряко касаещи строителния процес и неговото качество, респ. контрол и възникнали във връзка с посочените в обхвата на поръчката договори, сключени по реда на ЗОП, но без да се ограничават само до тях.
